Representative Duties DEFINITION Under general direction, plans, organizes, oversees, coordinates, and manages the staff and operations of the Administrative Services Division, including development and planning of budgetary and financial strategies. Monitors and tracks grant utilization; oversees the Police Department’s procurement, contracts, and inventory; participates in the development of policies and strategies for division operations; manages the effective use of division resources to improve organizational productivity and customer service; provides complex and responsible support to Chief of Police in areas of expertise ; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED Receives general direction from Chief of Police. Exercises supervision over professional, technical, and administrative support staff.
CLASS CHARACTERISTICS This is a management classification responsible for managing the budget and finance sections of the Police Department. The incumbent is responsible for developing and implementing policies and procedures for assigned division, including short- and long-term planning, budget administration and reporting, and coordination of key programs with other City divisions and departments and external agencies. Positions apply advanced management principles and strategic thinking to decisions that impact the organization and the public being served. Positions generally serve as advisors and contributors to executive management on policies, procedures, and major City initiatives.

- Plans, manages, and oversees the daily functions, operations, and activities of the assigned sections, including planning finances, oversees grant performance and utilization, and manages the police department's procurement processes, and inventory management.
- Participates in the development and implementation of goals, objectives, policies, and priorities for the division; continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
- Prepares, develops, administers, monitors, and tracks the Police Department’s annual budget and special funds; researches and analyzes transactions to resolve budget problems; ensures compliance with budgeted finding; provides analysis of available funds as requested.
- Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.
- Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers and oversees contracts to ensure compliance with City specifications and service quality.
- Participates in managing, or directly manages a wide variety of department functions such as billing and revenues, state and federal grants, and contracts for major projects.
- Analyzes and evaluates requests from department personnel for changes in budget allocations through the fiscal year in such areas as staffing levels, facilities, systems, and equipment; coordinates and consults with other department personnel and other departments; makes recommendations; and obtains final approval for changes.
- Collaborates with divisions of the Finance Department to identify and implement improvements that better serve business needs.
- Responds to requests from the public and from other governmental and private entities for organizational, technical, operations, and administrative information about the department.
- Reviews existing and proposed local, state, and federal legislation for impact on the department's activities; consults with department personnel; develops recommendations; and prepares proposed changes.
- Directs the acquisition, allocation and use of equipment and supplies, telecommunication systems, office and facility space, records storage and retrieval systems, and forms; conducts research and develops procedures to improve efficiency and cost effectiveness and monitors expenditures.
- Oversees all aspects of the police department's travel arrangements, ensuring compliance with applicable City policies and procedures.
- Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to Council, various commissions, committees, and boards.
- Conducts various organizational and operational studies and investigations; recommends changes to assigned programs, policies, and procedures, as appropriate
- Serves as a liaison for assigned functions with other City departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces, as necessary.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in development and implementation of budgetary and financial operations; researches emerging products and enhancements and their applicability to City needs.
- Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
- Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
- Directs the establishment and maintenance of working and official division files.
- Ensures staff compliance with City and mandated safety rules, regulations, and protocols.

Education and Experience:
Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, economics, accounting, or a directly related field and five (5) years of increasingly responsible professional experience in budget preparation, administrative analysis, organizational development, or directly related field including three (3) years in a supervisory capacity.

The City's Contribution rates for the 2024 plan year are as follows:
Single: up to $919.27 per month
2-Party: up to $1,838.54 per month
Family: up to $2,390.10 per month
Employees who show evidence of other group health insurance coverage and waive enrollment in a CalPERS health plan shall receive a taxable in lieu cash fringe allowance of $300 per month.
Dental Insurance 100% City paid for employee and eligible dependents if enrolled in the City's medical plan.
Vision Insurance 100% City paid for employee and eligible dependents if enrolled in the City's medical plan.
Pet Insurance City employees are eligible to purchase pet insurance at a discounted premium rate through MetLife
. Supplemental Health Insurance The City provides supplemental health insurance up to $15,000 per year for eligible participants.
Retirement Health savings Account City provided defined contribution program for IRS-eligible medical expenses upon retirement.
Holidays Twelve (12) paid holidays per year and sixteen (16) floating holiday hours per fiscal year. Employees who are assigned by the Police Chief to work shifts receive a 5% Holiday Pay Differential in lieu of paid holidays and eight (8) floating holiday hours per fiscal year.
Alternative Work Schedules Available depending on Department
Life Insurance City provides Life insurance at 1X base salary with a minimum of $50,000 and maximum of $300,000. Additional life insurance may be purchased by employee up to a maximum of $500,000.
Military Leave The City will pay qualified employees any difference between his/her base salary and the amount received in military reserve pay for regularly scheduled annual training that requires the employee to take military leave from his/her regular work week.
Retirement -PERS Your CalPERS Pension formula will be dependent upon your hire date with the City of Elk Grove and/or your status with any Public Retirement System.
- 2.7% at 55 if hired before 8/12/12.
- 2% at 55 if hired after 8/12/12 and a current Classic member of CalPERS.
- 2% at 62 if hired after 1/1/13 and not a Classic member of CalPERS.
Internal applicants will remain in their current retirement formula unless they are moving from a safety to miscellaneous classification.
Short Term/Long Term Disability - The City provides Short-Term Disability coverage @ 66.67% of income, up to a maximum benefit of $2,300 per week and Long-Term Disability coverage @ 66.67% of income, up to a maximum benefit of $15,000 per month.
- The City also provides Paid Family Leave coverage @ 60-70% of weekly earnings up to a maximum of $,1623 per week.
