ASSESSOR'S OFFICE
The Assessor's Office is responsible for maintaining the inventory of all assessable property in the county and preparing the various assessment rolls which are the basis of the property tax bills. Revenues from property tax assessments benefit the public by funding public schools and services provided b y the County and special districts.
THE OPPORTUNITY
Bring your keen eye for detail to the County of El Dorado as a Property Transfer Specialist and join the professional team in the Assessor's Office. One will have the opportunity toidentify and process property ownership changes and specialty transfers from deeds and other legal documents and apply rules and laws pertaining to ownership for assessment purposes.
The selected candidate will have the opportunity to: - Receive, review and verify a variety of complex legal documents and records pertaining to property ownership changes and specialty transfers; determine appropriate actions to be initiated based upon applicable laws and regulations.
- Make change of ownership determinations based on taxpayer response to various discovery documents.
- Answer complex and technical ownership questions from title companies, property owners or their agents, attorneys or tax representatives, and other interested parties; prepare correspondence to answer questions when appropriate.
- Resolve ownership questions and clarify understanding of property transfers through probate proceedings and court determinations as they relate to various beneficial interest conveyances and proportional interest transfers.
- Clarify conflicting ownership issues by reviewing and evaluating various elements of tax and estate planning device provisions.
- Perform extensive research to determine the taxability status of complex title changes.
- Analyze and apply Revenue and Taxation Codes in relation to change of ownership.
- Answer questions from the public regarding changes to property ownership and specialty transfers; explain the application of the Government Code, Revenue and Taxation Code or other statutes and regulations.

Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university. Courses from non-accredited institutions will not be evaluated for this requirement.
Experience:
Two years of increasingly responsible experience in an Assessor's office, Recorder's Office, or title company, or equivalent office experience working with legal descriptions and/or legal documents relating to real property at a level equivalent to the County's class of Assessment Technician II. College level coursework in a related field is desirable.

ADDITIONAL INFORMATION The County of El Dorado is recruiting applicants for Property Transfer Specialist. This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
