The Public Works Department is responsible for delivering capital improvement projects for a wide variety of City facilities and infrastructure, maintaining City facilities and fleet assets, facilitating and regulating development activities, and providing animal care and services. Position Duties

The Public Works Department is currently seeking to fill a full-time Construction Manager vacancy in the Transportation and Hydraulics Services Division.

The salary range for this classification is $144,558.96 - $182,451.36 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

This Construction Manager position will be in the Transportation and Hydraulics Services Division and will co-lead the Construction Management team responsible for providing construction management and inspection services for projects at the Regional Wastewater Facility (RWF) in the City. Under direction of the Division Manager assigned to the RWF, this position is responsible for the leadership and management of the Construction Management function for the RWF to ensure that objectives for safety, quality, cost, schedule, and efficient commissioning are achieved on each work package. This Construction Manager leads a team of in-house staff and consultant construction management and inspection staff, while also managing the third-party construction engineering/inspection contracts that may be utilized for larger, more complex projects. This position ideally requires extensive construction inspection and management experience with an emphasis on construction at a wastewater facility or similar industrial facilities. The current RWF Capital Improvement Program (CIP) is valued at over $900 million over the next 5 years and $1.4 billion over the next 10 years.

The position requires excellent judgment, initiative, perseverance, integrity, organizational and negotiating skills, flexibility, and written and verbal communication skills. The ideal candidate will have extensive experience in construction management.

Minimum Qualifications

Education and Experience

Associate's Degree from an accredited college or university in Engineering, Science, Business, Public Administration or a related field AND eight (8) years of increasingly responsible sub-professional engineering/construction inspection work, five (5) years of which must have been in field construction inspection/project management or administration of which two (2) years must have been at the level comparable to Principal Construction Inspector, Associate Engineer, Associate Architect or Associate Structure/Landscape Designer with the City of San José.

Acceptable Substitutions

Option 1: Bachelor's Degree from an accredited college or university in Engineering, Architecture, or related field AND six (6) years of increasingly responsible professional engineering, construction management, architecture, or landscape architecture experience of which two (2) years must have been at the level comparable to Associate Engineer, Associate Architect, or Associate Structure/Landscape Designer with the City of San José.

Option 2: Successful completion of high school or General Education Development (GED) Certificate and ten (10) or more years of increasingly responsible sub-professional engineering/construction inspection or construction management work, five (5) of which must have been in field construction inspection/project administration of which two (2) years must have been at the level comparable to Principal Construction Inspector, Associate Engineer, Associate Architect, or Associate Structure/Landscape Designer with the City of San José.

Option 3: Up to four (4) years of college education may be substituted for the experience requirement on a year for year basis. There is no substitution for the five (5) years of experience in field construction inspection/project administration or construction management of which two (2) years must have been at the level comparable to Principal Construction Inspector, Associate Engineer, Associate Architect, or Associate Structure/Landscape Designer with the City of San José.

Form 700 requirement

This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.

Other Qualifications

Certified Construction Manager (CCM) from CMAA: A valid CCM certification from the Construction Management Association of America is highly desirable. To achieve this certification, candidates must demonstrate knowledge and expertise in the following areas:
