Department of Health Services (Community Programs) is seeking qualified candidates to fill emergency
Program Implementation Manager, Health Services, (Director of Data Analysis and Information Systems)/Community Programs vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Program Implementation Manager, HS, (Director of Data Analysis and Information Systems ( Community Programs) .

ABOUT COMMUNITY PROGRAMS: Community Programs at the Department of Health Services (DHS) supports a range of programs that provide healthcare services and resources to the most vulnerable patients across Los Angeles County. The Community Programs Unit includes Housing for Health, Office of Diversion and Reentry, My Health LA and other community programs.
MANAGEMENT APPRAISAL OF PERFORMANCE PLAN (MAPP): This position is subject to the provisions of the Management Appraisal of Performance Plan (MAPP). Initial salary placement and subsequent salary adjustments will be made in accordance with MAPP guidelines and regulations.

DEFINITION: Manages a major section in the planning, development, coordination, implementation, and administration of departmental strategic health care program initiatives and projects.
In addition, the Program Implementation Manager, Health Services (Director of Data Analysis and Information Systems)/Community Programs will plan, organize, manage, and direct the activities of a large IT business analytics, technical training, data analytics, data reporting and data science division to help achieve the goals of Department of Health Services (DHS) Community Programs (CP) division. The division includes Housing for Health (HFH), the Office of Diversion and Re-Entry (ODR), the Harm Reduction Divisions (HRD), and CalAIM Housing and Justice Initiatives.
Essential Job FunctionsConducts program planning and development and establishes goals and objectives for program, including defining quality standards and developing work plans for meeting program deliverables.
Manages the development, administration, monitoring, and evaluation of all contractual agreements for program including the preparation of guidelines, standards, and work plans to ensure compliance with contractual requirements. Manages the development, administration and coordination of the project budget and recommends the allocation of project funds.
Manages and assures completion of program reporting requirements, including implementation of progress reports, expenditure reports, quality assessment, and utilization monitoring.
Responsible for the development of performance measures and the design and implementation of monitoring systems, quality assurance and project evaluation activities, including measurement of patient outcomes, cost effectiveness and health system impact.
Manages the development of program policies and procedures and ensures system-wide training, implementation, and monitoring.
Manages the development, design, and implementation of evaluation activities to monitor program outcomes, compliance, cost effectiveness and system impact. Oversees the analysis of program data and development of program reports including findings, conclusions, and recommendations.
Serves as a liaison to funding agencies and directs and coordinates responses to inquiries, mandates, audits, and requests for information.
Represents the Department on programmatic service issues before municipal, state, federal and private agencies, and other stakeholders. Identifies and resolves technical and programmatic issues involving stakeholders.
Oversees the preparation of Board letters and reports and other correspondence and documents on issues related to program.
Advises executive and senior managers on critical issues related to program implementation and progress and provides recommendations to solve problems.
Plans, organizes, and directs the work of administrative staff.
Performs special assignments and projects as directed.
RequirementsSELECTION REQUIREMENTS: OPTION I. Four years of progressively responsible* experience in a staff capacity** analyzing, evaluating, coordinating, and making recommendations for a variety of healthcare programs for a large integrated healthcare delivery system, one year of which must have included supervisory experience at the level of Los Angeles County's class of Senior Staff Analyst, Health***, Assistant Hospital Administrator IV****, or higher,
OR OPTION II. Four years of progressively responsible experience in a staff capacity* analyzing, evaluating, coordinating, and making recommendations for a variety of human services programs for a social services provider, one year of which must have included supervisory experience at the level of Los Angeles County's class of Senior Staff Analyst, Health***, or higher.
LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS: II - Light This class includes administrative positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
DESIRABLE QUALIFICATIONS :- A Master's degree from an accredited college or university in Business, Public Health, Public Health Administration, or a closely related field such as Mathematics, Statistics, Economics, or Computer Science.
- Strong leadership and management skills, with the ability to motivate and inspire a team.
- Proven experience in data analysis and visualization tools, such as SQL, Excel, Tableau, Power BI, or similar tools.
- Excellent analytical and problem-solving skills, with a strong attention to detail.
- In-depth knowledge of statistical analysis techniques and methodologies.
- Proficiency in data modeling and data manipulation.
- Strong business acumen and the ability to connect data insights to business objectives.
- Excellent communication and presentation skills, with the ability to translate complex data into clear and actionable insights.
- Ability to work effectively in a fast-paced, dynamic environment, managing multiple priorities and meeting deadlines.
- Experience with cloud data platforms like MSFT Azure, AWS, Databricks, Snowflake, Google BigQuery.
- Proven track record of delivering impactful insights and recommendations based on data analysis.
- Demonstrated experience in developing and implementing analytics strategies in a corporate environment.
- Strong understanding of data governance principles and practices.
- Familiarity with data visualization best practices and tools.
- Experience working with large datasets and using statistical analysis techniques.
- Knowledge of programming languages such as Python or R is preferred.
- Certification in relevant analytics tools or methodologies is a plus.
