Description

The County of Yuba is currently recruiting for the position of Accounting Specialist in the Treasurer and Tax Collector's department. Under direction performs specialized accounting support duties including departmental payroll, billing, accounts payable, accounts receivable, tax billing and collection; performs financial and accounting office support duties that require a specialized knowledge; provides administrative support to assigned supervisor; performs the most difficult and responsible types of duties assigned to classes within this series, which may include providing lead direction over assigned personnel, and performing duties including, but not limited to, verifying and processing departmental payroll, reviewing a variety of financial reports for accuracy, performing the more complex research and auditing of financial documents and performs other duties as assigned. Incumbents at this level are required to be fully trained in all procedures related to assigned areas of responsibility. This is the advanced journey administrative support level in the clerical accounting series.

Ideal Candidate

The ideal candidate will be highly organized and detail oriented in order to conduct the more complex research and auditing of financial transactions and reports. Additionally, they will have the knowledge to be able to perform the most complex accounting support duties. This individual will also be responsible for general office support duties and be customer service minded. They will have good interpersonal skills, be a great communicator both verbally and in writing and enjoy working in a team environment. Experience with cash-handling is preferred.

REQUIRED QUALIFICATIONS:

Minimum: Graduation from high school; and two years of experience in the maintenance and review of accounting, financial, or fiscal records or one year of experience at a level equivalent to the County’s classification of Accounting Assistant.

Preferred: In addition to the minimum, one year of college (30 semester units) with course work involving accounting, bookkeeping or a related field and additional years of experience as defined above.

Special Requirements:

Must successfully complete an extensive and thorough background investigation which may include Live Scan fingerprinting and/or credit check prior to hire. Will be required to perform disaster service activities pursuant to Government Code 3100-3109.

Benefits

SALARY RANGE: $3,912 - $4,304 / month (DOE)

MEDICARE: Yuba County does participate in the Medicare Program.

STATE DISABILITY INSURANCE: SDIprovides benefits to employees who are unable to work due to non-work-related illness or injury. Paid Family Leave (PFL) automatically covers persons covered by SDI.

DENTAL/VISION INSURANCE: The County pays 100% of the Basic plan premiums for employee or 80% for employee and eligible dependent(s). Requires participation in Health Insurance benefits.

LIFE INSURANCE: County provides $50,000 in life insurance coverage. Employees may purchase additional coverage for themselves and dependents.

MINIMUM QUALIFICATIONS:

RECRUITMENT SELECTION PROCESSES:

The recruitment process involves multiple steps which may include but are not limited to:

EXAM:

Applicants who have successfully met the minimum qualifications and completed any screening processes must successfully complete the Cooperative Personnel Services (CPS) Exam with a passing score to continue to the next phase of the recruitment process. The CPS Exam may potentially be administered online using County computers.

WAIVER OF SELECTION PROCEDURES:

When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances.

EMPLOYMENT ELIGIBILITY LIST:

An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.

DEPARTMENT INTERVIEW:

The hiring department will notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills, and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
