POSITION OVERVIEW

Under general supervision of the Airside Operations Supervisor, assist with the day-to-day management of the airport’s airside operations. Performs inspections of airport operations and tenant areas, assists with emergency response, wildlife management, coordinates work with other airport sections, enforce policies, and monitors compliance with airport and federal regulations to ensure the safety and security of the airport.

Ensures compliance with Title 14, Code Federal Regulations ( CFR ), Part 139 (14 CFR Part 139).
Coordinates the response to aircraft emergencies or aircraft in distress, Hazardous Material incidents and medical emergencies in accordance with the Airport Emergency Plan.
Coordinates and monitors Airside Operations daily work on and/or near the AOA (Airport Operation Area) with other airport sections, FAA , and other airfield stakeholders.
Monitors construction personnel activities on and near the AOA to ensure a safe operating environment. Ensures compliance with AC 150/5370-2, Operational Safety on Airports During Construction.
Enforces airfield safety, operational and parking regulations. Recommends issuance of NOVs (Notice of Violation) as required for airside violations and infractions.
Keeps abreast of existing and new legislation and ensures compliance to federal, state and local requirements.
Prepares and maintains inspection reports and operations logs utilizing computer and/or written formats.

ASSESSMENT

A skills assessment will be required for this position.

DRIVER’S REQUIREMENT

This position must travel between various locations as part of the regular job duties and the individual will be required to drive a City vehicle. Position will also be required to drive on the AOA .

This position requires a Valid Texas Class C Driver License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation ( DRE ) requisite . To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months. Job Offer is contingent on having a driving record that meets the City’s Driver Record Evaluation Standards.

This position is categorized as essential personnel. Essential personnel are required to come to work during emergencies or bad weather at the airport if they are scheduled to work and in some cases when they are not scheduled.

SHIFT INCENTIVE

Shift work includes shift differential incentive for evening and night shifts and weekends.

Shift may change according to departmental needs; work hours may include after hours, holidays, and weekend work.

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

Ensures AUS is in compliance with 14 CFR Part 139; applicable 150 Series Advisory Circulars (ACs); the ACM ; and other relevant Federal, State and Local regulations by participating in daily inspections of runways, taxiways, ramps and other aeronautical areas; identifies applicable violations and issues warnings and notices of violation to individuals; and addresses and reports unsafe conditions to mitigate hazards. Assists the Airport Duty Manager by responding to, coordinating, and resolving airside emergencies such as alerts, severe weather, irregular operation, security breaches, and other events affecting airport operations in accordance with the Airport Emergency Plan and National Incident Management System ( NIMS ) methodology; and serves as airport field representative until relieved by supervisory authority. Coordinates and monitors daily work on and near the AOA by other airport divisions, the Federal Aviation Administration ( FAA ), contractors, and other airfield stakeholders to ensure a safe operating environment; initiates minor corrective actions with the related groups; and makes recommendations for substantive changes. Identifies and anticipates operational and safety concerns through continuous surveillance and radio contact with the control tower; ensures timely reporting of hazards and provides suggestions for mitigation. Enforces airport safety policies and procedures. Identifies applicable violations and issues warnings and notices of violation to individuals. Drafts and disseminates Notices to Air Missions (NOTAMs) per AC 150/5200-28 and FAA Job Order (JO) 7930.2 to meet Federal requirements. Resolves problems and complaints from airport customers and tenants; meets with airport tenants to explain airport policies. Manages daily resource needs (parking spots, counters, baggage devices) through coordinating airline and stakeholder requests and utilizing gate management software and the Airport Operations Database ( AODB ). Administers the Ground Support Equipment Registration and Monitoring Program ( GSE RAMP ), maintains inventory of airline equipment, inspects vehicles, and reports discrepancies to a supervisor. Provides training on airfield procedures and regulations; coordinates and performs on-the-job training for new hires; and documents daily performance of the trainee and communicates results to appropriate management. Keeps abreast of all ongoing changes to Federal, State, and Local laws, rules, and regulations related to the position, FAA advisory circulars, Airport Security Program, and Transportation Security Administration ( TSA ) directives. Maintains proficiency by passing regularly scheduled examinations. Operates automated and networked information display systems, video cameras, monitors, radios, and communication systems.
