Description
The PositionThe current vacancy is in Ukiah.
The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions in a variety of service areas and locations throughout the County, should they occur. Under direction, supervises the operations of the County's Public Guardian/Administrator's (PG/PA) Office. Supervises staff providing guardianship, conservatorship, and money management services to persons under the jurisdiction of the PG. Coordinates care, including placement and treatment, and management of income and assets of conservatees, and supervises activities related to the administration of estates as ordered by the court. Performs related duties as required.

Job Requirements and Minimum QualificationsDuties may include but are not limited to the following:
- Assesses the human service needs, physical and mental, of the conservatees placed under the jurisdiction of the Public Guardian.
- Develops and/or supervises the development and implementation of care plans for conservatees which address the conservatees assessed needs and level of functioning; reviews such plans on an ongoing basis and modifies as appropriate.
- Oversees all assessments, investigations, and case plan development.
- Locates and directs the marshaling of all assets, including Social Security benefits, Veterans' benefits, other income, and personal and real property.
- Conducts and/or supervises all inventories for cash assets including real and personal property. Interviews, advises and confers with conservatees, relatives, and other collaterals as appropriate, concerning the conservatee's care and the administration of their estate.
- Completes detailed reports for the Superior Court which include the need for conservatorship, care plans to address the assessed needs, and accounting of all assets and disbursements.
- Prepares and maintains comprehensive, accurate and timely case reports, records and correspondence, including petitions and court reports; oversees the case work documentation of all those supervised.
- Provides management of estates of decedents, including the acquisition and disposition of real and personal property; oversees any necessary contracts for operation of property, liquidates assets as necessary, communicates with heirs, appraisers, creditors, title companies, etc.; examines all proofs of claimants to estates, settles all claims and bills filed against estates in PA case load.
- Arranges for the storing of personal property and assists in disposing of real and personal property through sale, public auction or disbursement to relatives, as appropriate and in accordance with all related Probate and Welfare and Institutions Code Sections.
- Supervises the development and implementation of computer based accounting and case management systems.
- Interprets the rules, regulations and policies of the Department to clients, staff and collaterals.
- Participates in the Adult Services Division Supervisory Meetings in the planning for the division and implementation of Department and Division policy.
- Performs related duties as required.
MINIMUM QUALIFICATIONSEducation and Experience: Pattern 1: One (1) year of full-time experience performing advanced journey level social work case management, as defined below, at the level, or the equivalent in education and experience, of the Social Worker III classification in Mendocino County.
Or
Pattern 2: Bachelor's degree from an accredited four-year college or university with a major in social welfare/social work, social/human services, sociology, or other social or behavioral science;
AND three (3) years of full-time experience performing journey level social work case management, as defined below. One (1) year of formal or informal lead work or supplemental course work in office management, supervision or related field is desirable.
Or
Pattern 3: Bachelor's degree from an accredited four year college or university with a major in any field with successful completion of 30 semester units (45 quarter) in social welfare, social/human services, sociology, or other social or behavioral science;
AND four (4) years of full-time experience performing journey level social work case management, as defined below. One (1) year of formal or informal lead work or supplemental course work in office management, supervision or related field is desirable.
Social work case management is defined as: case management performed by a professional Social Worker or Protective Services Worker, as opposed to healthcare (or other non-social work) case management, with direct responsibility for assessing and evaluating clients; conducting investigations of abuse and neglect; preparing court reports; responsibility for a long term caseload, monitoring compliance through home calls and other personal contact; collaborating with other agencies and linking clients to resources and programs; developing a case plan, modifying case plans as needed/required; and having authority to impose sanctions or implement actions that impact services.
Licenses and Certifications: Possession of a valid California Driver's License.
Knowledge, Skills, and AbilitiesKnowledge of:
- Principles, policies and procedures used in conducting comprehensive assessments of mentally and functionally disabled persons, the elderly and their families.
- Principles, policies and procedures used in developing care plans for mentally and functionally disabled persons and the elderly.
- Applicable laws and regulations relating to individual and estate management and Welfare and Institutions Code, LantermanPetris-Short Act, Probate Code, and any other federal, state, and local laws, regulatory codes and ordinances.
- Principles, practices, and techniques of supervision and training.
- Regulations governing Federal Assistance, Social Security benefits, Veteran's Benefits, and other entitlements.
- Principles and techniques used in estate investigation and assessment to manage conservatees' or decedents assets, including real and personal property, stocks, bonds and bank deposits.
- Functions and procedures of the court system.
- Community resources for the provision of public guardianship services, including housing, social services and behavioral resources.
- Awareness to the needs and requirements of multi-cultural and ethnically diverse populations
Skill in:- Leadership to unit staff; to include modeling of department communication and staff support policies, meeting facilitation skills, and problem resolution.
- Working independently and with teams in the planning and development of programs.
- Working effectively with mentally and emotionally disabled persons, the elderly, and their families.
- Maintaining complete, clear, concise, and accurate case records; to prepare and present written reports.
- Supervising and training subordinates.
- Reading, understanding, interpreting and implementing complex written materials.
- Communicating openly, honestly, directly and respectfully with conservatees, their families, other agencies, staff and others encountered in the course of the work.
- Organizing and managing large volumes of paperwork; prioritizing and delegating unit work effectively.
- Responding immediately to client needs in the home and/or institutional settings.
Mental and Physical Abilities:- While performing the duties of this job, the incumbent is regularly required to stand and walk; and use hands to finger, handle, or feel objects, tools, or controls. The employee is occasionally required to sit and reach with hands and arms.
- The incumbent must frequently lift, carry, and/or move up to 30 pounds.
- Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus.
- Establish and maintain effective working relationships with others.
- Deal with problems involving several concrete variables in standardized situations.

SALARYCompensation is based on a five-step salary range, with annual merit-based increases within the salary range.

HOLIDAYS AND PERSONAL LEAVEMendocino County observes 11 paid holidays per year. Employees are granted 24 - 48 hours of personal leave annually, depending upon Bargaining Unit.
VACATIONAccrues at the rate of two weeks per year for three years. Three weeks per year after three years, four weeks after eight years and five weeks after 15 years.
SICK LEAVEPaid sick leave accrues at the rate of 1.25 days per month, or 15 days per year. Accruals are pro-rated for part-time employees working at least 20 hours per week. Part-time employees working less than 20 hours per week, and extra-help employees receive up to 24 hours (or 3 days) of paid sick leave annually.
