The PositionThe list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions, should they occur.Performs a variety of complex technical duties related to the verification, indexing and processing of a variety of recorded deeds, affidavits, judgments and legal documents for title transfer and vesting purposes.

Job Requirements and Minimum QualificationsAll responsibilities may not be performed by all incumbents
- Create and maintain Annual Property Tax roll to include determining change of ownership, including dates, percentage(s) transferred, tracking base year values transferred.
- Correspond with Attorneys, title companies, tax payers regarding chain of title.
- Read, interpret and understand legal descriptions.
- Interpret and process legal documents.
- Update and maintain Assessor's AS400 property tax system and Assessor's map books to include parcel splits and boundary line adjustments.
- Format, type letters, memos, requests, notices, deeds, reports, or other correspondence on a word processor or typewriter.
- Greet customers and processes tax information, including: providing customer service and support; responding to inquiries and/or directing individuals to the appropriate area or assists them with information;
- Compose correspondence in accordance with standard policies; answer various inquiries; explain policies and procedures and arrange appointments; and process routine and non-routine matters independently.
- Report administrative and/or operational problems to supervisor.
- Perform specialized research on assigned subjects for staff and management.
- Enter and retrieve a variety of complex information into a computer terminal.
- Create and maintain complex and/or confidential files.
- Prepare complex, routine and non-routine reports as requested utilizing a variety of software by receiving, sorting, and summarizing materials for the preparation of reports.
- Use spreadsheet software to enter and analyze information and print reports.
- Disseminate a variety of information and/or reports to various agencies, divisions, or departments via telephone, mail, email or fax.
- May serve as backup for other positions within the department.
- Perform other related duties as assigned.
MINIMUM QUALIFICATIONS REQUIREDEducation and Experience:High school diploma or GED; and, two years of progressively responsible experience performing office duties such as accounting of funds and processing information in accordance with laws, regulations, etc.; or, a combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

- Methods and techniques used in searching for and compiling information using a variety of sources.
- Correct English usage, including spelling, grammar, punctuation, and vocabulary.

- External governmental bodies and agencies related to area of assignment.
- All computer applications and hardware related to performance of the essential functions of the job.
- Standard business arithmetic, including percentages and decimals.
- Basic accounting, record keeping, report preparation, filing methods and records management techniques.
- General office procedures, policies and practices, as well as knowledge of computer and other general office equipment.
Skill in:- Typing from rough draft or printed text using a word processor or typewriter.
- Analyzing and resolving office administrative situations and problems.
- Using tact, discretion, initiative and independent judgment within established guidelines.
- Using a computer to accurately and rapidly enter and retrieve data and information.
- Communicating orally with internal staff, citizens, and other departmental staff in order to give and receive information in a courteous manner.
- Operating and routine maintenance of general office machines such as copiers, facsimile machines, and telephone systems.
Mental and Physical Abilities:- Read and interpret documents such as safety rules, operation and maintenance instructions, procedure manuals, and so forth.
- Understand and carry out written and oral instructions, giving close attention to detail and accuracy.

- Deal with problems involving several concrete variables in standardized situations.
- While performing the essential functions of this job, the incumbent is regularly required to sit, use hands to finger, handle, or feel objects, to reach with hands and arms, and speak and hear.
- While performing the essential functions of this job the employee is occasionally required to lift and carry, push and/or pull, or move items weighing up to 20 pounds.

SALARYCompensation is based on a five-step salary range, with annual merit-based increases within the salary range.

HOLIDAYS AND PERSONAL LEAVEMendocino County observes 11 paid holidays per year. Employees are granted 24 - 48 hours of personal leave annually, depending upon Bargaining Unit.
VACATIONAccrues at the rate of two weeks per year for three years. Three weeks per year after three years, four weeks after eight years and five weeks after 15 years.
SICK LEAVEPaid sick leave accrues at the rate of 1.25 days per month, or 15 days per year. Accruals are pro-rated for part-time employees working at least 20 hours per week. Part-time employees working less than 20 hours per week, and extra-help employees receive up to 24 hours (or 3 days) of paid sick leave annually.
