Wastewater Facility Maintenance Manager
Description
Distinguishing Features of the Class
Under administrative direction, the Wastewater Facility Maintenance and Reliability Manager is responsible for directing and overseeing the work of mechanical, electrical, and electronic maintenance and repair personnel assigned to a large wastewater reclamation facility and to pumping stations located throughout the service area with the goal of improving equipment reliability, extending the full useful life of Wastewater Reclamation Authority assets, replacing assets in a timely manner and ensuring maintenance is performed and documented. This position will ensure a holistic life cycle approach to maintenance management and will incorporate sustainability at all levels of the program. The position will also use technology and data to manage decisions to ensure economical operations and repairs. Work is prioritized and performed in coordination with other Wastewater Reclamation Facility (WRF) Managers and the Director.
Acceptable Experience and Training
Graduation from an accredited college or university with a Bachelor's degree in a related field; and
Extensive experience working in an industrial facility, working in areas of equipment maintenance, with at least five years supervisory experience in equipment maintenance; or
Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Must attain an Iowa Grade II Wastewater Operator within 36 months of appointment.

Required Special Qualifications
Candidates for positions in this class must pass a post-employment offer physical examination and drug screen.
Possession of a valid Iowa driver's license or evidence of equivalent mobility.

Prepares team annual operating and capital outlay budget requests; monitors expenditures against goals and objectives; reviews and approves/rejects maintenance purchases through the established purchasing process.
Prepares a variety of special and recurring studies and reports; develops recommendations to improve the maintenance and operation of the facility's regional water reclamation assets; coordinates division activities with other divisions, departments and agencies.
Ensures compliance of unit work to pertinent codes, regulations and guidelines.
Directs and oversees the Preventive Maintenance and Predictive Maintenance Programs in order to improve asset life, asset efficiency, and decrease asset lifecycle costs.
Ensures that asset costs, installation dates, preventative maintenance schedules, and other associated equipment documents are being tracked and uploaded to the Computerized Maintenance Management System (CMMS).
Instill discipline and accountability in execution of site and departmental policies/procedures. Leads this effort by example.
Reviews specifications for mechanical and electrical equipment replacement projects; makes recommendations on type of equipment.
Confers with and advises WRF staff regarding system needs and requirements.
Reviews and coordinates with appropriate personnel the implementation of local, state and federal laws and regulations.
Prepares cost estimates on mechanical and electrical installation projects.
Researches and monitors technical developments in techniques, equipment, supplies and material used in the WRFs mechanical, electrical, and electronics systems on plant equipment and telemetry systems.
Inspects operations and projects to ensure conformance with mechanical and electrical standards and specifications.
Directs and oversees the scheduled and emergency installation, maintenance, repair and servicing of the plant's mechanical, electrical, and electronic systems.
Reviews submittals and designs on for compliance with applicable standards.
Develops and implements strategies and plans to ensure all critical and/or major maintenance related systems, equipment and facilities are operable.
Ensures the WRF's safety program and goals are implemented and carried out in the WRF Maintenance Division; develops and proposes safety requirements to be carried out in the division.
Actively participates in all plant safety initiatives.
Serve as a mentor and resource to the maintenance coordinators and crew chiefs.
Confers with engineering staff and contractors regarding the repair and replacement of small capital equipment and facility projects.
