The Position

The current vacancy is with BHRS - Mental Health Services. This position manages and oversees the staff members of complex Behavioral Health regulatory requirements related to grant and special funding stream implementation. Ideal candidates will have strong work ethic, dedication to public mental health services, excellent inter-department collaboration and communication skills, and excellent ability to read, interpret, and implement behavioral health regulations. Bilingual preferred. Willing to work out of Willits or Fort Bragg preferred.

The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions in a variety of departments, service areas, and locations throughout the County, should they occur. Pursuant to current bargaining unit agreements, employees regularly assigned to the coastal region or in Covelo are eligible to receive a 5% assignment premium .

Under administrative direction provides management level oversight over program staff and performs highly complex professional level functions involving the development, implementation and maintenance of various programs, including: identifying needs; managing the administration of grants; developing contracts; developing policies and procedures; and overseeing fiscal and administrative functions associated with programs.

Manager Academy is mandatory for all managers and consists of nine courses that must be completed within two years. Participation is required and completed during work hours.

MINIMUM QUALIFICATIONS REQUIRED

Depending upon area of assignment may require experience and education in a specific field or area such as: Mental Health, Public Health, Social or Community services and/or programs, or Staff Resources, etc.

Education and Experience:
A Bachelor's Degree from an accredited college or university in an appropriate field for the area of assignment such as Social or Behavioral Science, Public or Mental Health, Public or Business Administration, etc. and four years of professional level experience in the assigned area with at least one year experience performing supervisory duties and oversight of a program or unit; or one year experience that is the equivalent to Program or Staff Services Administrator; (additional years of supervisory or management level experience may be substituted for up to two years of the degree requirement on a year-for-year basis); or a combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

SALARY
Compensation is based on a five-step salary range, with annual merit-based increases within the salary range.

RETIREMENT

HOLIDAYS AND PERSONAL LEAVE
Mendocino County observes 11 paid holidays per year. Employees are granted 24 - 48 hours of personal leave annually, depending upon Bargaining Unit.

VACATION
Accrues at the rate of two weeks per year for three years. Three weeks per year after three years, four weeks after eight years and five weeks after 15 years.

SICK LEAVE
Paid sick leave accrues at the rate of 1.25 days per month, or 15 days per year. Accruals are pro-rated for part-time employees working at least 20 hours per week. Part-time employees working less than 20 hours per week, and extra-help employees receive up to 24 hours (or 3 days) of paid sick leave annually.

MEDICAL, DENTAL, VISION, AND LIFE INSURANCE
The County and the employee share the cost of an employee selected health care plan; enrollment in the plan includes $20,000 Life Insurance.
