Education and Experience : A Bachelor's degree or higher in business or public administration or related field, and five (5) years of professional materials management, purchasing or procurement experience, including one (1) year in a supervisory capacity.

Licenses and Certificates: Valid Certification as a Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) from the Universal Public Purchasing Certification Council within one (1) year following appointment.

General Purpose

Under general direction, plan, organize and assist in the direction of the management functions for the Purchasing and Strategic Sourcing department.

Typical Duties

Assist in the planning, implementation and management of designated functions and resources of the department. Involves: Collect and analyze data. Support the Purchasing Director in developing long-term procurement transformation strategy and the automation of purchasing and reporting functions. Plan, develop, manage solicitations and track procurement milestones. Consult with, and advise internal stakeholders on procurement methods and strategies. Make recommendations to the Director and assist with the development and implementation of policies and procedures. Assist the Director to ensure all purchases comply with State, County and City laws, rules and procedures.

Assist in the planning, organization and mentoring of a best in class customer service focused Purchasing and Strategic Sourcing Department. Involves: Represent the department in a professional manner as directed by the Director. Maintain the public's trust by conducting an ethical and transparent contracting process in which vendors, the public and elected officials have confidence. Interact with a variety of managers, supervisors, employees and the public. Manage special assignments and programs. Ensure quality standards and compliance with regulations are maintained. Monitor staff productivity/workflow and resolve problems. Respond to concerns or complaints relating to the timeliness or quality of services. Serve as the Director during absence or as assigned.

Supervise assigned personnel. Involves: Provide guidance to staff regarding the preparation of procurement documents and the evaluation of bids and proposals. Supervise directly and through subordinate supervisors. Appraise employee performance and review evaluations by subordinate supervisors. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants and recommend hire, terminate, transfer, discipline and assign merit pay or other employee status changes.
