Description

The Position

PROMOTIONAL/OPEN EXAMINATION - ONE-YEAR PROBATIONARY PERIOD

Under the supervision of the Transit Manager, this mid-management classification collects, analyzes and interprets data relating to the transit programs for the purpose of assessing productivity and effectiveness of the service; manages transportation funding and applies and manages transit grants; partners with other agencies and stakeholders on transportation matters; applies sound supervisory principles and techniques in building and maintaining an effective work force; and fulfills equal employment opportunity responsibilities.

Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

Oversees the conduct of and/or conducts surveys and studies and the collection, analysis and interpretation of data concerning transit programs.

Responsible for the preparation and maintenance of reporting data used in the transit process including National Transportation Data Base, Short Range Transit Plan updates and capital improvement programs. Prepares implementation plans within financial constraints.

Prepares oral presentations and written reports related to transportation planning and transit programs intended for the City Council and the Transportation and Parking Commission (TPC).

Evaluates work processes and implements best practices.
Recommends route improvements, new routes, revised fare structure, and service level changes.

Monitor's, oversees, implements and/or coordinates the City's transit services programs, including the Beeline fixed route service, Glendale Dial-A-Ride demand response service, the historic train station and transit center operations, and provision and maintenance of bus stop amenities throughout the City.

Manages contract operation of the City's fixed route and paratransit services, prepares service contract documents for transit services.

Serves as liaison with transit agencies, governmental agencies, community organizations and the public, regarding operations matters.

Coordinates and administers multi-jurisdictional transit programs, represents the City in local, regional, and state technical and policy groups. Collaborates with county transit operators, agencies, and neighboring jurisdictions to ensure regional coordination of services, operations, fares, policies and procedures.

Oversees the development and administration of the Transit Division's budget.

Coordinates acquisition and administration of grants.

Performs a variety of regulatory and administrative duties to ensure compliance with prevailing laws and regulations.

Translates and communicates the Glendale Beeline vision of achieving excellence in transit services into concrete plans and measurable goals for staff.

Directs and/or personally conducts a broad range of public outreach and marketing activities to increase the public visibility of the transit services.

Meets and confers with City officials and community groups to evaluate community transportation needs. Makes oral presentations to groups regarding various transportation programs.

Monitors and reports on current legislation relating to transportation programs.

Supervises subordinate staff in the Transit Section of the Traffic and Transportation Division, reviews and evaluates employee job performance and effectively recommends personnel action.

On a daily basis, interacts with the contractors providing transit services coordinating charter requests, re-routing and customer service issues.

Prepares requests for proposal for transit contracts including contract documents.

Compiles information for submittal for grant applications, NTD Reporting and other reports as needed.

Ensures Public Works Department services are provided with exceptional customer service and the highest level of ethical standards.

Drives on City business.

Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

Performs other related duties as assigned or as the situation requires.

Minimum Requirements

Experience
Three years of recent professional experience in a transit management environment.

Education/Training
Bachelor's Degree in Public or Business Administration, Transportation Planning, Finance, Economics, Civil Engineering or a related field.

License(s)/Certification(s)
Valid Class C California driver's license.

Knowledge, Skills & Abilities
Knowledge of:
Budgetary control methods and budget presentation.
Local, regional, state, and federal laws, ordinances, and policies governing public transit.
Principles, techniques and practices of managing a municipal transit system.
Transportation planning principles and computerized transportation modeling.
Transportation program development, operations and management.
Transportation-related grants and Los Angeles County transportation sales tax Proposition A and C and Measure R and M funding and programs, and State and Federal regulations and grant funding.

Skill in:
Handling public interactions such as inquiries or complaints.
Making presentations before citizen groups, transportation committees and employees.
Project management including managing diverse projects within time lines, within budget and according to previously developed plans.

Ability to:
Provide exceptional customer service to all employees and vendors.
Communicate effectively, both orally and in writing, in English.
Develop functional measures for the monitoring of program effectiveness.
Effectively train and supervise subordinates.
Foster a teamwork environment.
Lead, coach, instruct, and motivate employees.
Manage grants and funding agreements including reporting and reimbursements.
Model and practice the highest standards of ethical conduct.
Perform research concerning transit programs, including the collection, analysis, interpretation and presentation of data and findings.
Prepare complex written materials, such as proposals, bid specifications, requests for proposals, grant requests, procedure manuals, policies, and reports.
Prepare reports, policies and procedural manuals.
Provide exceptional customer service to those using the Public Works Department services.
Read, write and comprehend directions in English.
Review and evaluate employees' job performance and recommend appropriate personnel action.

Promotional Eligibility Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).
