Description
The PositionThe Probation Department at Contra Costa County has multiple vacancies in the Probation Manager classification. Under general administrative direction of the Probation Director, the Probation Manager plans, organizes, directs, coordinates, and supervises the overall activities and operation of the Administrative, Juvenile or Adult Divisions. The Probation Manager coordinates divisional activities with other probation divisions, county departments, and outside agencies or organizations; as well as performs related duties as required.
Positions in the class report directly to the Probation Director and are responsible for organizing and directing supervisory staff and other personnel in the day-to-day operation of all shifts in an institution and adult and juvenile probation field units. The incumbents may also be assigned to manage staff support operations or perform in other capacities, such as overseeing and coordinating delinquency prevention and volunteer programs, public information and grants.
This class is distinguished from Probation Director in that the latter classification serves as program administrators in charge of Juvenile Facilities, Field Services or Staff Development and Professional Services.
Typical Tasks:- Manages the administrative, adult and juvenile probation units and activities
- Reviews cases and provides administrative direction to probation supervisors and deputies on case problems, case management issues and ensures that conditions of probation are enforced
- Directs subordinate staff engaged in carrying out care, custody and rehabilitation programs for minors in county institutions
- Assists in the development of institutional programs and coordinates institution activities with the Department's field services
- Assists in the review and maintenance of the in-service training program for institutional staff and/or field staff
- Conducts and oversees personnel investigations regarding alleged employee misconduct; counsels, disciplines, reprimands and documents such actions
- Plans, organizes and coordinates delinquency prevention programs or activities with other agencies
- Prepares and/or reviews performance evaluations of subordinate staff
- Interviews candidates for employment and recommends appointments of new staff; conducts background investigations
- Consults with superiors on questions of policy and program administration
- Maintains liaison with judges, law enforcement, other county departments and state agencies or community based organizations
- Assists in budget preparation and grant management
- Represents the Probation Department at various hearings, conferences and institutes, community councils and other community agencies
- May manage a branch office
- Prepares reports and correspondence
- Assists in formulating and writing division policies and procedures, and in setting work standards
- Interprets and analyzes laws/regulations, pending legislation and plans for departmental impact
- Researches, evaluates and establishes contractual requirements of grants received; ensures program compliance with funding source regulations

Minimum QualificationsLicense Required: Candidates must possess and maintain throughout the duration of employment a Valid California Motor Vehicle Operator's License. Out of state valid Motor Vehicle Operator's License will be accepted during the application process.
Education: Possession of a bachelor's degree from an accredited college or university with a major in criminology, social welfare, psychology, sociology or a closely related field.
Experience: Four (4) years of full-time or its equivalent experience in probation, institution or parole field work, two (2) years of which must have been in a supervisory capacity. The required supervisory experience must be equivalent to either: 1) supervision of Deputy Probation Officers, OR 2) supervision of a juvenile facility equivalent to Institutional Supervisor II or higher in Contra Costa County Classified Services.
Substitution for Major: 1) One (1) year of additional qualifying experience of the type noted above may be substituted for the required academic major; 2) completion of one (1) year of graduate study at an accredited college or university in criminology, social welfare, sociology, psychology or a closely related field may be substituted for one (1) year of the required non-supervisory experience. No substitution is permitted for the required supervisory experience.
ARMING: Some assignments within the Probation Department require the willingness and capability to be armed. Authorization to carry a weapon while on duty requires a psychological examination confirming fitness to be armed as well as the successful completion of and weaponry training as required by the department.
Selection ProcessApplication filing and evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application; applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
Online Virtual Interview: Candidates who clearly demonstrate that they possess the minimum qualifications will be invited to participate in an online virtual interview. Candidates must achieve an average passing score of 70% or higher on each of the competencies assessed, as well as an overall passing score of 70% of higher. The assessment will measure candidates' competencies as they relate to the job. These may include, but are not limited to: professional and technical expertise; coaching and developing others; displaying ownership and accountability; thinking and acting systematically; innovative problem solving; professional integrity and ethics, and oral communication
(Weighted 100%).
