Position DescriptionCreate, negotiate, review and draft procurement contractual agreements between Texas Tech University and suppliers.
Major/Essential FunctionsCreate, negotiate, review and draft contractual agreements between Texas Tech University Health Sciences Center (TTUHSC), F. Marie Hall Institute for Rural and Community Health (FMHIRCH) and other entities.
- Responsible for the development, negotiation, management, and administration of contracts in addition to proposal preparations, complex contract analysis, negotiations, submission, and ensure compliance with regulatory requirements the Institute.
- Refine strategy and implement the appropriate agreements / operations to assist the Institute in facilitating the full range of activities required to prepare, submit, and manage grant proposals.
- Develop and maintain effective working relationships with clients, TTUHSC departments, grant funding sources, contracting officers, and other government personnel.
- Assist divisions within the Institute in the management of agreements and contracts, as needed.
- Oversees the Institute's compliance with regulatory requirements and timelines that are related to grant and contract performance.
- Support leadership with guidance to ensure key processes are developed, implemented, and measured against the Institute's needs and implement solutions to meet the Institute's needs.
- Develop a system and strategies to record all anticipated and pending grant submissions, as well as submission outcomes. This includes maintaining all records and data related to grant applications.
- Conduct the full range of activities required to prepare, submit, and manage grant proposals and contracts.
- Acquire, Maintain up-to date knowledge, and provide reports of funding opportunities.
- Analyze RFPs, RFQs, RFIs, and white papers when requested.
- Participates as needed with technical writing for the institute such as newsletters, reports, and other print pieces.
- Meet with General Counsel and all duties as assigned.
Required QualificationsLLB or JD degree. One year of legal experience. Ability to qualify for admission to practice before the Texas Bar if not presently admitted. Ability to obtain a Certified Texas Contract Manager certification within two years of hire.
