Job DescriptionJOB SUMMARYThe Resource Analyst position will primarily assist the Leak Detection Team in developing proactive analytical tools to identify and mitigate leaks in our system. This position will assist the Maintenance Data Coordinator in securing daily system production data and assist the Senior Resource Analyst by conducting analysis for executive management decision-making. The Resource Analyst performs a variety of data management, research, and data analysis activities to assist management in problem solving and reporting. This position assists with the planning, design, testing, implementation, and maintenance of decision-support systems to meet the information sharing and operational requirements of various departments. S/he works with department personnel to understand and assist them with addressing business and operational needs.
ESSENTIAL FUNCTIONS- Consults with department personnel or information services to identify system, application, and/or analytical requirements; defines project scope and deliverables; develops project specifications; and completes assessment; and develops recommendations.
- Performs statistical and graphical data analysis to address system needs, supports decision-making, and/or for interpretation of data to be included in various regulatory reports. Applies knowledge of various conservation, laboratory, inspection, production, treatment, and collection system principles and regulations to interpretation of data.
- Participates in developing application tools, programs, database specifications, and structures; executes or assists in executing applications testing; researches and evaluates alternative solutions; with approval, directs implementation and ensures that newly developed applications and processes are functioning correctly.
- Monitors performance; supports departments and management in the identification of system needs; supports departments and management with root cause analysis and development of hypotheses for improvement.
- Administers a variety of data sets; audits and tests data for validity, redundancy, and integrity; establishes security protocols and privileges; monitors and performs necessary maintenance; and develops enhancements, when necessary.
- Performs other duties as assigned.
DECISION MAKING- This position works under general supervision.
MINIMUM REQUIREMENTS- Bachelor's Degree in Engineering, Management Information Systems, Environmental Science, Natural Resources, Urban Planning, or a related field from an institution accredited by a nationally recognized accrediting agency.
- Two years' experience conducting program analyses and modeling, coordinating the preparation of highly technical reports and presentations, conducting research, performing database design and data management for environmental monitoring and modeling.
- Proficient in application development using appropriate data management software (spreadsheets and databases), geographic information systems software and digital mapping techniques, project planning, graphic design and presentation software, and internet tools.
- Ability to balance responsibilities for multiple projects to ensure timely results in accordance with system quality standards.
