DescriptionThe City of Laguna Beach seeks a dynamic and skilled
Capital Program Manager to lead transformative capital improvement projects that shape the future of our community. This pivotal role combines strategic oversight with hands-on leadership, emphasizing project and construction management, budget management, and building strong relationships with diverse stakeholders.
As the Capital Program Manager, you will oversee landmark initiatives such as the Laguna Canyon Road Protect and Connect project, the construction of a local Fire Station, and advancing the City’s efforts to underground utilities citywide—making a lasting impact on Laguna Beach.
What you’ll be great at: - Exceptional communication, writing, and presentation skills, with experience delivering updates to City Council and leading community meetings.
- Expertise in public projects, utility undergrounding, and assessment district formation and administration.
- A proven ability to build and maintain strong relationships with diverse stakeholders.
- A collaborative and team-oriented leadership approach.
- A track record of supervising and mentoring project management staff.
- Strong project budget management skills.
- The ability to ensure the timely and efficient delivery of large-scale capital improvement projects.

QualificationsAny combination of education and experience demonstrating the ability to effectively and successfully perform the duties of the position is considered qualifying. A typical combination is as follows:
Education: Bachelor’s Degree in Engineering, Construction Management, Business, Public Administration, or related field.
Experience: At least five years of public works project management and construction management experience of complex capital improvement projects with a public or private agency.
License/Certificate Requirements: Due to the performance of some field duties, which may require the operation of a personal or City vehicle, a valid California Driver’s license and an acceptable driving record are required. Construction or project management certification, and/or Professional Engineer (PE) License is highly desirable.
Supplemental InformationThis recruitment will establish an eligibility list that may be used to fill future vacancies in the same or lower classifications.

January 13, 2025. Applications will be screened carefully, and selected applicants will be invited to participate in the Structured Panel Interview. The appointing hiring authority will further review the job-related qualifications of those deemed eligible for hire before making selection decisions. The selection process may be modified based on the needs of the City.
Pre-employment Process: Selected candidates must successfully pass a fingerprint check with the State Department of Justice. Education and employment verification and reference check(s) will also be conducted.
