Job Summary

CVWD'S Finance Department is seeking a skilled and adaptable professional for a limited-term, full-time position with benefits to support daily operations within the Naviline Central Square operating system. This position will play a critical role in maintaining essential financial processes and ensuring service continuity while key staff focus on the implementation of a new Enterprise Resource Planning (ERP) system and customer billing software.

The successful candidate will be responsible for executing routine financial transactions, assisting with operational functions, and alleviating workload demands during this transitional period. This limited-term appointment is anticipated to last between one (1) to two (2) years , providing valuable support to the department as it undergoes these significant system enhancements.

DEFINITION: Under general supervision (Accountant I) to direction (Accountant II) performs complex and varied technical and professional accounting work, including the preparation, audit, analysis, and verification of fiscal records; prepares financial statements and reports; assists in budget preparation; reconciles general ledger, bank and investment accounts; assists in preparing year-end audit reports and schedules; and performs related work as required.

Essential Functions

EXAMPLES OF TYPICAL JOB FUNCTIONS :

• Provides responsible professional support in the administration and implementation of the District’s financial, auditing, Grants, and accounting processes and systems.
• Maintains the fixed asset registry; researches assets; gathers documentation and assesses life and type of asset; consults with engineers and other District personnel prior to booking into the financial management system.
• Monitors expenditures, revenues, and budget allocations to determine the District’s financial status and prepares custom reports, graphs, and schedules as needed.
• Performs treasury functions including cash flow analysis, transferring of funds, and monitoring available funds and investment portfolios.
• Prepares journal entries and reconciles balance sheets and accounts; reviews and ensures accuracy of data entry prior to review and posting.
• Ensures the integrity of the general ledger, including evaluating and analyzing transactions, implementing accounting procedures and preparing accurate and timely financial analyses and reports.
• Prepares a wide variety of financial and statistical reports, including financial statements and quarterly, year-end, audit, cash position, and budget reports.
• Interprets, explains, and applies general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of the District.
• Participates in the annual financial statements and notes, such as the preparation and submittal of the Annual Comprehensive Financial Report (AFCR); interfaces with the independent auditors in the audit process.
• Participates in the development and implementation of accounting policies and procedures; ensures compliance with mandated requirements and regulations, including Grants.
• Observes and complies with District and mandated safety rules, regulations, and protocols.
• Performs other duties as assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education: Bachelor’s degree from an accredited college or university with major coursework in accounting, business administration, public administration, finance, or a closely related field.
Experience: Two (2) years of experience performing accounting duties related to general accounting, auditing and/or financial management.
Licenses and Certifications: Possession of a valid California Driver’s License, to be maintained throughout employment.

Knowledge of:

• Public agency financial and accounting practices.
• Modern principles, practices, and methods of public and governmental accounting and financing, including program budgeting, general accounting, auditing, and their application to District operations.
• Generally Accepted Accounting Principles (GAAP); regulations issued by the Governmental Accounting Standards Board (GASB) and the Financial Accounting Standards Board (FASB).
• Mathematical principles and statistical methods.
• Principles of general ledger maintenance and account reconciliation.
• Methods and techniques of evaluating and maintaining fixed asset fiscal records.
• Basic principles of budget maintenance and oversight.
• Operational characteristics of financial management systems as it relates to the maintenance of fiscal records and reports.
• Methods and techniques of preparing financial statements and reports.
• Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
• Research methods and techniques.
• Record-keeping principles and procedures.
• District and mandated safety rules, regulations, and protocols.
• Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.
• Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
• The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

Ability to:

• Perform professional level accounting duties.
• Review, analyze, record, audit, verify, and document a diverse range of financial transactions.
• Review and evaluate postings, and maintain the District’s general ledger.
• Prepare clear, complete, and concise financial statements, reports, and other written correspondence.
• Make accurate arithmetic, financial, and statistical computations.
• Conduct research projects on a wide variety of accounting, financial, and budgetary issues, evaluate alternatives, make sound recommendations, and prepare effective reports.
• Interpret, explain, and ensure compliance with federal, state, and local laws and District resolutions, policies, and procedures relevant to assigned area of responsibility.
• Establish and maintain a variety of filing, record-keeping, and tracking systems.
• Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
• Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
• Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
• Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
• Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
