• Promote understanding, trust and credibility between the Department of Corrections and its constituents.
• Manage a centralized team of constituent services officers who respond to inquiries and concerns from incarcerated Missourians’ loved ones, probationers and parolees, corrections personnel, advocacy organizations, government agencies and the public statewide.
• Work with department leaders to plan, implement and oversee communications and operations improvements in the department’s interactions with constituents, fellow government agencies, elected officials and other stakeholders as part of a department strategic initiative.
• Oversee a constituent management system, including intake, tracking, follow-up and resolution of constituent issues sent through mail, email, phone and other means.
• Develop and manage relationships with government agencies, elected officials’ offices and community-based organizations to help resolve constituent concerns.
• Compile and distribute a monthly constituent electronic newsletter, as well as urgent news and announcements, delivered through the family-and-friends email and text messaging service.
• Develop, review and/or update documents and publications pertaining to departmental policies and procedures for public dissemination.
• Support communications director and legislative liaison in managing inquiries from members of the Missouri General Assembly and staff in the Office of the Governor.
• Assist communications staff as needed.
Minimum Qualifications:• Five or more years of experience with the Missouri Department of Corrections or a similar organization.
• Thorough understanding of state government operations.
• Customer service or public relations experience.
• Experience in supervising a team, preferably in customer service, public relations or a similar field.
• Project management experience.
• Strong written and verbal communications skills.
• Strong organization skills.
Preferred Qualifications:• Thorough understanding of Department of Corrections policies and procedures.
• Ability to effectively communicate with constituents who are frustrated, distraught and confrontational.
• Strong attention to detail.
• Mastery of relevant computer applications, including electronic tracking software.
• Ability to work independently and exercise sound judgment.
• Ability to maintain confidentiality and discretion.
• Ability to manage high stress-situations and prioritize conflicting demands on time.
• Ability to delegate tasks as needed and work with teammates on ensuring effective and consistent responsiveness to inquiries.
Some positions are eligible for a shift differential of $173.34 semi-monthly, which is provided to employees with shifts that begin on or between 12:00pm (noon) and 5:00am, and who work at a 24/7 worksite (i.e. institution, transition center, supervision center, or command center), or whose work requires regular visits to these locations. If selected for interview, eligibility may be discussed at that time with the hiring manager.
The Department of Corrections currently offers a guaranteed 1% pay increase for every two years of continuous service up to 20 years!
