Definition

Under supervision, manages and administers the District’s integration projects; coordinates and communicates project information to appropriate engineers; performs related duties as required.

Class Characteristics
This is the highest level of the professional Engineer series. Classifications at this level perform the highly and technical work and have a full understanding of the operating procedures and policies of the work unit. This classification is distinguished from the Project Manager in that the latter manages major engineering construction or equipment acquisition projects from conceptual planning through completion throughout the District.

Pay Rate

Non-Rep Pay Band 8

$141,610.00 (Annual Salary Minimum) - $ 214,540.00 (Annual Salary Maximum)

Initial salary will be between $141,610.00 - $178,074.62 annually to commensurate with education and experience.

Group Manager, Engineering Manager or designee.

Office of Infrastructure Delivery (OID) is recruiting for one (1) Principal Integration Engineer to join the Integration Engineering team.

Integration Engineering is a multidisciplinary team committed to supporting OID's vision of achieving a State of Good Repair. This is accomplished through:

• Emergency response and field engineering support.
• Root cause analysis and reliability-centered maintenance.
• Project design review, construction oversight, and coordination.
• Process improvement and quality initiative support.

The ideal candidate is a results-driven, innovative problem-solver with excellent communication skills. This individual will lead complex projects, fostering strong working relationships with internal and external stakeholders.

Key Responsibilities:

The Principal Engineer will demonstrate expertise and practical knowledge in:

• Reliability-Centered Maintenance: Principles, practices, tools, and materials supporting asset performance and repair.
• Engineering Analysis: Conducting root cause analysis, designing for maintainability and reliability, and creating system improvements to enhance asset functionality.
• Incident Investigation: Identifying the root causes of equipment failures and proposing long-term solutions.
• Diagnostics and Troubleshooting: Performing equipment testing and developing actionable insights.
• Multidisciplinary Collaboration: Working effectively across civil, electrical, mechanical, structural, systems, and facilities teams, optimizing efficiency.
• Technical Expertise: Comprehensive knowledge of electrical, mechanical, train control, traction power, communication, and other support systems, with an interest in emerging technologies and industry trends.
• Project Leadership: Managing engineering projects in coordination with maintenance teams, including developing and reviewing engineering standards and drawings.
• Interpersonal Skills: Engaging with all levels of the organization and external agencies to ensure timely project completion.
• Report Writing: Preparing technical reports and procedures with clarity and precision.
• Policy Interpretation: Communicating and applying District/BART policies and procedures.
• Operational Support: Maintaining critical systems in high-demand environments.
• Software Applications: Working with Oracle PeopleSoft, IBM Maximo, or similar platforms.

Preferred Qualifications:

• Registration as a Professional Engineer (PE) in the State of California is highly desirable.

Examples of Duties

Establishes schedules and methods for providing project administration services; oversees the inspection and verification of quantities of materials; ensures adherence to specifications; identifies resource needs; monitors progress of large-scale construction projects; allocates resources accordingly.

Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures.

Recommends and assists in the implementation of goals and objectives; implements approved policies and procedures.

Represents the District with full authority to enforce contract requirements; evaluates proposed contract changes; prepares independent engineering cost estimates of revised project scopes; inspects construction at substantial and final completion stages.

Participates in the selection of contracted staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.

Participates in the preparation and administration of assigned program budget; estimates project costs and tracks spending; submits budget recommendations; monitors expenditures.

Prepares analytical and statistical reports on assigned project operations and activities.

Initiates and evaluates design and field engineering changes during construction; recommends approval of and submits contractor's progress payment applications; recommends retention levels as appropriate.

Coordinates with outside agencies on areas of work within their jurisdiction; administers control of required documentation for construction contracts. Attends or leads project meetings.

Creates, updates and modifies various project management documents.

Prepares or reviews a variety of reports and correspondence on assigned construction projects including Inspector's Daily Reports, monthly and final completion reports, contract modifications and field or design engineering changes.

Prioritizes, assigns, supervises, and reviews the work of staff responsible for performing a variety of professional engineering, design or construction project duties.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of engineering design and construction.

Participates in the resolution of construction contract claim issues.

Conducts field visits and site inspections.

Minimum Qualifications

Education :
Bachelor's degree in Engineering or a related field from an accredited college or university.

Experience :
The equivalent of five years (5) years of electrical engineering, project management, or related experience.

Substitution :
Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred.
