Capital Delivery Services is seeking a Human Resources Supervisor to lead our Employee Relations team!

The Employee Relations Supervisor will provide strategic and day-to-day leadership for all aspects of employee relations, leave management & accommodation requests, workplace health and safety, and other HR compliance functions.

In addition to overseeing a wide variety of employee relations programs, this position is also responsible for planning and leading and proactive initiatives aimed at improving HR services, strengthening workplace culture, increasing employee engagement, and promoting early conflict resolution. The Employee Relations Supervisor leads a team of HR professionals dedicated to fostering a fair, inclusive, and compliant work environment, while also partnering with department leadership and employees to improve communication, accountability, and employee experience across the organization.

Driving Requirement:
This position requires a Valid Texas Class C Drivers License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation ( DRE ) requisite . To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.

Hybrid Work Environment:

The City of Austin Telework Program is designed to empower employees and leaders to establish hybrid work arrangements that promote high levels of performance and engagement. The City of Austin has an established work arrangement under which an employee is scheduled to work at least 2 days per week at their designated worksite. Some positions may require additional time at their designated worksite.

90 Day Provision for Additional Vacancy:

If the same or an additional vacancy occurs within the Capital Delivery Services Department in the same job title within 90 days after the start date of the top candidate, the additional position may be offered to another top candidate from the same candidate pool. The ideal candidate will have the following preferred qualifications:
Experience providing leadership, mentoring, and guidance to human resources professionals to develop knowledge, skills, and abilities and promote professional growth and positive engagement. Demonstrated experience serving as a strategic business partner to coach leaders in effective management practices, conflict resolution techniques, policy interpretation and application, and risk mitigation practices. Experience leading workplace investigations into allegations of discrimination, harassment, retaliation, and other policy violations and writing investigative summaries. Experience leading or administering leave management and employee protection. programs, including FMLA , Workers’ Compensation, ADA , and related programs and benefits Experience writing and/or reviewing a wide variety of written documents and communications to ensure accuracy as it relates to grammar, content, audience, and delivery. Demonstrated experience independently planning, leading, and implementing complex HR projects and programs. Experience working in a Civil Service or public sector environment. Ability to travel to multiple work locations. Duties, Functions and Responsibilities

Collaborates with and serves as strategic partner to senior leaders and management on HR programmatic analysis, with the achievement of objectives and in resolution of complex HR-related issues providing direct operational oversight, advice, and analytical support within the assigned department. Partners with and supports senior leader(s) to implement enhancements, to improve policies and procedures, and to provide solutions and recommendations for practice and process improvements as well as operational efficiency and service quality. Participates in the preparation and monitoring of budget and contracts/contractors and implementation of the departmental budget; and recommends and justifies capital expenditures. Serves as a subject matter expert providing guidance and monitoring compliance with applicable systems, policies, procedures, strategies, process work flows, and regulations; and monitors compliance with policies, regulations, laws, and program objectives. Serves as a liaison and advisor within their department and between the Human Resources Department and other City departments, agencies, and other external organizations, groups, and representatives. Supervises implementation and administration on assigned project or process; assigns projects, sets schedules, and monitors task completion for timeliness, accuracy, and effectiveness; performs quality checks of program-related data and personnel; prepares and reviews reports to monitor and communicate performance results; and directs HR team in implementation of agreed upon actions until the problem has been resolved. Investigates and responds to complaints from managers and employees, and makes recommendations. Monitors program, departmental, Local, and national trends; identifies training needs and solutions; works cross-departmentally to create best practices; conducts research to support new policy and procedure development; and develops and implements standard operating practice, policy, and procedure, as necessary.
