In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

Effective June 27, 2025 - 4.00% increase

RECRUITMENT/POSITION INFORMATION

This recruitment is being conducted to establish an Open Eligible List to fill current and future vacancies in this class until the next recruitment. The eligible list established may also be used to fill positions in similar and/or lower-level classifications throughout the County of Orange.

THE DEPARTMENT
The Orange County Sheriff’s Department is among the largest in the nation, providing exemplary law enforcement services focused on a collaborative, dedicated and innovative approach to public safety. Our nearly 4,000 sworn and professional staff are committed to serving the needs of Orange County through 6 organizational Commands comprised of 23 Divisions. Together, these Commands and Divisions provide services including land, air and sea-based patrol, custody operations, investigative services, emergency management, coroner services, forensics, and specialty operations, among an extensive list of other public safety services.

THE DIVISION
The Southwest Operations Division provides professional and caring law enforcement services to more than 305,000 residents within our division. The seven contract cities of Aliso Viejo, Dana Point, Laguna Hills, Laguna Niguel, Laguna Woods, San Clemente, and San Juan Capistrano are all within the Southwest Operations area of responsibility. The geographic area of responsibility for the Southwest Operations Division covers over 72.6 square miles and encompasses portions of the southwest region of Orange County. The western portion of the patrol area is formed by the Pacific Ocean with 18 miles of coastline. Deputy Sheriffs in this division are assigned to patrol, motors, investigations, traffic enforcement, the Directed Enforcement Teams (DET), School Resource Officer (SRO) program, the Major Accident Reconstruction Team (MART), the Behavioral Health Bureau, supervision, management, and other essential support functions. The Southwest Operations Division also provides Live Scan fingerprint services to the community. The Division averages over 1,400 entries annually, which are used for employment applications as well as the Department of Justice narcotic and sex offender registration.

THE OPPORTUNITY
Under general direction, the Senior Emergency Manager Program Coordinator (SEMPC) will support the Contracted City Captain, City Management and the County’s Emergency Management Council in coordinating policies, plans, procedures, technology, training, and exercises to mitigate against, prepare for, respond to, and recover from disasters impacting the Contract City or issues where the City has legal authority or responsibility. The SEMPC will coordinate closely with the Emergency Management Division (EMD) in addressing issues impacting County areas or shared jurisdiction when necessary.

In addition to its planning and coordination role, the SEMPC leads training, and exercise programs that enhances disaster preparedness. The position, in coordination with the EMD, offers training throughout the year to City and County staff, stakeholders and community groups. The classes include EOC Orientation, SEMS (State Mandated Standardized Emergency Management System), Planning and Situation Analysis, and Support Pool functions such as Hotline, Documentation, Messenger and Plotter. This position also conducts exercises and EOC activation drills to train staff and to ensure the City’s ability to respond to a widespread emergency.

One year of experience as an Emergency Management Program Coordinator with the County of Orange or other emergency response organization, including cities, school districts, special districts and/or non-profit response organizations.

Or

Two years' experience in developing plans, procedures and training programs for a local, State or federal government emergency management program.

Education that is related to the required knowledge and abilities may be substituted for up to one year of experience at the rate of three college semester units for one month of experience; or one year of full-time training that is related to the required knowledge and abilities may be substituted for up to one year of experience; or a combination of education and training may be substituted for up to one year of experience.

Preference is given to a Bachelor's degree or higher from an accredited college or university with college coursework in Emergency Management, Emergency Services, Disaster Preparedness; Public or Business Administration; Communications, Journalism, Public Information; Physical Science, Political Science, Humanities, Public Health Social Ecology; Information Technology, Computer Science. Training in Hazardous Materials Planning; Homeland Security; Radiological Monitoring; Civil Defense, Business Continuity, Continuity of Operations.

License/Certification:
Possession of or ability to obtain, before date of appointment, a valid California Driver License, Class C or higher.

Possession of credentialing through California Office of Emergency Services, International Association of Emergency Managers, or completion of the Federal Emergency Management Agency's Professional Development Series Certificate is preferred.

Depending upon assignment, may be required to obtain and maintain a Secret or higher-level security clearance.

SPECIAL QUALIFICATIONS
Applicants must NOT have been convicted of a felony or be on any form of probation and must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner.

The background screening includes completing a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use, credit problems, employment history, professional references, and education verification (i.e.. degree, license, or official transcripts). Foreign degrees require an evaluation for U.S. equivalency by an agency that is a member of the National Association of Credentials Evaluation Services (N.A.C.E.S.).

Physical and Mental Requirements:
Prolonged sitting at a workstation with computer screen(s) primarily using keyboard and mouse, also frequent standing. Environmental and Working Conditions:
Work is mainly in an office environment on a daily basis; but may be deployed to the field during activation of emergency operations and field disaster and be subject to working outdoors in fluctuating weather conditions, varying terrain, and/or uneven surfaces or in situations where access to normal services and facilities are unavailable.

May be required to drive County vehicle.

May be required to work overtime on an unplanned basis; may work a variety of shifts during activations.

SELECTION PROCEDURES
Sheriff Human Resources screens all applications to identify the most qualified candidates for the position based on the skills required to meet the needs of the County. This is a competitive process; therefore, candidate responses to the structured questions should be thorough, detailed, and complete. Only the most successful candidates will be placed on the eligible list.

Based on the Department's needs the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.

ELIGIBLE LIST
After all procedures have been completed, Sheriff Human Resources will establish an eligible list of qualified candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
