The Department:

The Human Resources (HR) Department is responsible for several areas: Benefits, Recruitment, Classification and Compensation, Employee and Labor Relations, Equal Employment Opportunity, Workers Compensation/Safety, and Employee Development/Training. The Human Resources Department provides support to all City Departments.

The City of Santa Clara Human Resources Department is seeking collaborative, innovative, enthusiastic individuals with great interpersonal skills to deliver high quality services that meet the community’s needs. The City is looking for an experienced professional to manage the Citywide Occupational Health and Safety Program. The successful candidate must effectively multi-task, have exceptional communication skills, considerable initiative, high capacity to work demands, and work successfully independently and in a team environment while maintaining the highest degree of confidentiality, trust and ethics. Experience in the public sector is desirable.

The Position:

The Human Resources Division Manager will be responsible for managing and administering the City-wide Occupational Health and Safety Program to ensure compliance with local, state, and federal laws and regulations. The incumbent will provide expertise and experience with industrial safety programs including but not limited to: lock out tag out (LOTO), confined space entry, machinery safety, fall protection, hazardous materials, commercial vehicle operation programs, and other industrial safety program elements. The ideal candidate will have experience developing, administering and evaluating Cal/OSHA programs and have strong technical knowledge in occupational health and safety. This position will manage the City’s workers’ compensation program.

This position requires experience interpreting occupational health and safety regulations across various work sites and job functions. The incumbent will be expected to provide guidance and collaborate with Departments that have various work sites, including general office spaces, electric and water and sewer utility work, general field work, work along creeks and waterways, work in heavy industrial settings, traffic and commercial vehicle operations and emergency response.

In addition, this position provides: City-wide safety policy and program development, provides training, ergonomic evaluations, conducts inspections, investigates incidents, accidents, and claims, oversees safety training programs. This position will manage one Management Analyst and Senior Human Resources Technician.

General responsibilities include:

A certification such as the Certified Safety Professional (CSP), Certified Safety and Health Manager (CSHM), Certified Industrial Hygienist (CIH), or equivalent is highly desirable.

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

The annual salary range for this position is $180,695.40 - $233,838.48. This position may be filled at or near the minimum of the salary range.

Minimum Qualifications

Minimum Education Requirements:

Graduation from an accredited college with a Bachelor's Degree in industrial relations, personnel administration, public administration, business administration, psychology or a closely related field.

Minimum Experience Requirements:

Three (3) years of professional journey-level experience in personnel administration or an approved related field.

License/Certifications:

Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment.

Desirable Qualifications:

• A Master's degree in public administration, personnel administration, or a closely related field is desirable.

• Certification in Human Resources Management from an accredited program/institution is desirable.
