RESEARCH ANALYST IV

In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

Effective June 27, 2025 - 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment is being held to establish an Open eligible list to fill current and future Research Analyst IV vacancies within the Health Care Agency. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

THE AGENCY

The County of Orange , Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the leadership of the Agency Director, a dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Public Health Services (PHS) and Specialized Medical Services - is committed to meeting the health needs of the diverse Orange County community.

THE DEPARTMENT

Public Health Services (PHS) is an interdisciplinary service area at the HCA composed of six synchronized departments-OC Public Health Laboratory, Environmental Health Services, Communicable Disease Control, Community & Nursing Services, Clinical Services, and Health Promotion-that integrate and collaborate in the pursuit of preventing disease and creating conditions that enhance the health of both individuals and communities.

THE OPPORTUNITY

The Research Analyst IV (RAIV) in PHS will be responsible for the department’s quality, compliance, and effectiveness through an array of data/information management and quality management activities. The RAIV will interact with clients and cross-functional teams on public health, quality management and safety related topics. The RAIV must be able to work flexible hours, including weekends and holidays, and as requested during a public health emergency or as required to prevent health issues and ensure public safety.

The RAIV may rotate through the department units and assignments may change based on advances in technology and program needs.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

The ideal candidate will have four (4) or more years of experience that demonstrates the required knowledge and abilities to generate, organize, and maintain clinical, laboratory, public health, or environmental health information and other complex statistics or research data.

In addition, the ideal candidate will possess knowledge and experience in the following core competencies:

Physical & Mental Requirements

Possess the ability to independently reason logically to analyze data, reach valid conclusions and make sound recommendations; possess the ability to remain calm and appropriately focused in rapidly changing and difficult situations involving conflict, complex issues, controversy and diverse stakeholder groups and interests; possess the ability to deal calmly and effectively with emotional interactions.

Environmental Conditions

Ability to work in an office environment with changing priorities, deadlines and multiple assignments concurrently.

RECRUITMENT PROCESS

An Appraisal Panel of job knowledge experts will thoroughly screen and evaluate the application, supplemental questionnaire, and resumes for job knowledge, competencies, and related experience described above.

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures.

Eligible List Once the assessment process has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
