$115595.00 - $175127.00 Annually {Non-Rep Payband N05).

Salary commensurate with experience and depending on the position level which will be filled. Negotiable initial salary will be between $115,595.00 - $145,361.000.

Current Assignment

The San Francisco Bay Area Rapid Transit District’s (BART) Human Resources Department is recruiting to fill a Senior Workforce Development Analyst position within the Workforce Development Division.

As an integral part of the Division, the Senior Workforce Development Analyst will be responsible for developing and implementing a range of programs that support employee growth, engagement, and organizational effectiveness. Key areas of focus include training and leadership development, employee recognition and engagement events, and workforce planning initiatives. These initiatives encompass learning pathways, career ladder programs, community engagement efforts, and the development of a future coaching and mentorship program to support succession planning and strengthen leadership capacity among both current and prospective BART employees.

The analyst will lead the design, execution, and continuous improvement of programs that align with organizational goals and workforce needs. In addition to program implementation, this role will monitor outcomes and develop relevant metrics and analytics for Division reporting. The analyst will collaborate across departments and with external partners to ensure programs are inclusive, effective, and accessible. Occasional work outside standard office hours may be required to accommodate diverse participation and engagement.

The successful candidate will demonstrate the ability to exercise independent judgment within broadly defined program guidelines and will be skilled at building and maintaining effective working relationships both internally and externally. Strong leadership, strategic thinking, and communication skills are essential, along with the ability to manage multiple priorities and adapt to changing workforce demands .

Selection Process

The selection process for this position may include a skills/performance demonstration, a written examination, and a panel and/or individual interview.

The successful candidate must have an employment history demonstrating reliability and dependability; provide copies of certificates, diplomas or other documents as required by law, including those establishing his/her right to work in the U. S; pass a pre-employment medical examination which may include a drug and alcohol screen, and which is specific to the essential job functions and requirements. Examples of Duties

Performs the complex work of staff responsible for providing personnel services in a specific area including employee engagement, employee recognition, training, internships, and educational assistance programs; evaluates methods, procedures and services; researches new methods and techniques to enhance program services.

Assists in the design and development of employee training and development programs; assists in curriculum design, department facilitation and program reports and evaluation.

Implements outreach recruitment programs using social media strategies; review and screens applications.

Develops internal and external partnerships with community partners to promote workforce development programs; coordinates employee engagement events and programs; attends job fairs, employer forums and events.

Administers districtwide educational assistance program; coordinates departmental budget, general expenses and reporting.

Advises departments on workforce development and performance management issues.

Develops and updates training materials; analyzes data and designs customized reports from ad- hoc queries; provides updates and summaries to programs as requested by management.

Trains assigned employees in their areas of work including specific methods, procedures and techniques for assigned personnel services in area of responsibility.

Prepares reports, presentations and documentation; maintains accurate records and files.

Responds to employee requests and public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.

Stays abreast of new trends, legislation and innovations in Human Resources.



Minimum Qualifications

Education :
Possession of a bachelor’s degree in Business Administration, Human Resources, or a closely related field from an accredited college or university.

Experience :
The equivalent of three (3) years of full-time professional verifiable experience in workforce development, organizational development, human resource, or a closely related experience.

Substitution :
Additional professional experience as outlined above may be substituted for the education on a year- for-year basis. A college degree is preferred.
