This is a full-time professional position under the direction of the Manager of Financial Services. This position assists leadership with all program-related fiscal matters related to the management of funds made available to the Office of Adult Learning and Rehabilitation Services.
- Supervise staff responsible for day-to-day accounting activities, evaluating workload and adjusting as necessary.
- Monitor expenditures, obligations, and appropriation capacity for multiple grants, and assist with preparation of financial reports.
- Work with DESE and OA MOVERS team on all fiscal aspects of the transition to MOVERS.
- Manage and oversee grants in the state financial systems and AWARE case management system, including regular reconciliation, and monitors funding stream priorities.
- Create and maintain internal control plan, policies and desk manuals.
- Assist in statewide implementation of electronic vendor portal for vendors, including continuous monitoring and ongoing development of efficient policies and procedures.
- Oversee processing of cancelled checks, outlawed checks, and refunds; assists with coordination of state and federal audit responses, case service authorizations and payment of invoices.
- Coordinate with DESE accounting, procurement, and budget staff as needed.
- Monitor activities under the Social Security reimbursement program.
- Performs other duties as assigned.
Required Knowledge, Skills and Abilities: - Working understanding of the SAM II financial management system.
- Knowledge of general accounting principles, governmental and cost accounting systems, financial planning and control, and public purchasing and contracting procedures.
- Basic knowledge of federal and state laws, rules and regulations and the ability to apply such knowledge to Vocational Rehabilitation, Disability Determinations, Independent Living, and Veterans Education.
- Ability to gather, assemble and analyze accounting data and translate into management reports.
- Ability to plan, organize and execute a routine for regular office duties, including assignment and review of the work of the fiscal staff.
- Ability to express ideas and concepts effectively, both orally and in writing.
- Limited travel may be required.
Minimum Experience and Training: - Required: Bachelor’s degree from an accredited college/university in business administration, management, accounting, or a closely related field and a minimum of three years of experience in financial/fiscal administration or management
- Preferred: Master’s degree in an area listed above and state agency accounting experience
