The current rate for this position is $2,826.53 semi-monthly. Individual(s) selected for this position may receive a higher rate based on a pay differential (e.g. shift, or time-of-service pay).
The Division of Youth Services of the Department of Social Services is seeking applicants for a Human Resources Specialist position located in Jefferson City, Missouri.
The following tasks are the responsibility of the Human Resources Specialist:
- Direct supervision of two Human Resources Assistants; provides oversight of all payroll actions, background checks, directs the maintenance of personnel files and records and supervises the hiring process to ensure adherence to state and federal laws and other considerations.
- Serve as the payroll liaison for and assists with hiring activities in Division of Youth Services Central Office.
- Administers and ensures staff compliance on driver’s license, tax compliance, training, and registration issues.
- Oversees the preparation and maintenance of the Division of Youth Services organizational chart.
- Tracking and corresponding with managers, employees, and applicants on HireTrue/MO Careers, payroll and other HR issues.
- Serve as divisional recruitment contact, ENGAGE/REFLECT Change Champion, and Employee Self Service (ESS) Portal payroll contact.
- Prepare and distribute reports as necessary in Microsoft Access, HireTrue, Excel, and MOBIUS; excellent computer skills required.
- Disseminates information regarding benefits, policies, procedures, and hiring activities.
- Attends meetings, seminars, conferences, training programs, and special recruitment events pertaining to human resources/personnel administration; conducts trainings on human resources related functions as necessary; facilitates annual HR Liaison Meeting
- Works in cooperation with the Division of Personnel in the maintenance of the position classification plan; reports staff duty changes; recommends classification of new positions and changes in existing allocations.
- Maintains personnel files and other confidential information.
- Perform other tasks as assigned.
Knowledge, skills & abilities In addition to those identified in the previous level: Knowledge of federal and state laws, rules and regulations, and policies and procedures as applied to human resources areas and programs. Ability to exercise discretion, maintain confidentiality, meet deadlines, and make decisions independently. A high degree of competence and skill is essential in the following areas: verbal and written communication, problem-solving and time management skills, attention to detail and organization, SAM II HR and HireTrue/MO Careers experience.
Minimum QualificationsOne or more years of experience as a Human Resources Generalist with the Missouri Uniform Classification and Pay System.
OR A Bachelor’s degree from an accredited college or university, preferably a degree in Human Resources Management or a comparable field
and, one or more years of professional human resources/personnel administration experience with a primary focus involving position classification, recruitment, selection, compensation, and/or professional development training in management, supervision, performance appraisal, and related personnel courses.
Preferred Qualifications : Current or previous human resources experience with the Missouri Uniform Classification and Pay system and two or more years’ experience with the SAM II HR and HireTrue/MO Careers systems.
(24 earned graduate credit hours from an accredited college or university in the specified fields may substitute for one year of the required experience.) (Professional and/or technical experience with a primary focus in human resources/personnel administration in a public or private organization, at or above the level of Human Resources Assistant, may substitute on a year-for-year basis for deficiencies in the required college education.)
