RequirementsMOS Code: 41A1A (Air Force), 0005 (Navy)Education and Experience: A Bachelor's degree or higher in business or public administration, finance, social/behavioral science or a related field, and six (6) years office administrative experience, including two (2) years involving research or operational analysis, budgeting or purchasing, and two (2) years supervisory experience.

General PurposeUnder general direction, manage administrative support functions such as financial services, management information services, planning and research, communications, internal operations and records for assigned department.
Typical DutiesPlan, organize, control and direct administrative support functions, through subordinate managers, including any combination of budget preparation and administration, procurement, payment processing, data processing, dispatching, statistical analysis, decision support, report preparations, facilities, fleet and grant management, safety, supply, property and evidence management and document management activities. Involves: Review and evaluate service delivery methods and systems including administrative and control systems and internal relationships. Identify opportunities for improvement to systems and standard operating procedures to enhance efficiency and internal control and make recommendations to the department director. Establish work and program priorities. Monitor work progress and oversee development and administration of the departmental operating budget. Approve and expedite purchases, expenditures and vendor payments.
Conduct and attend meetings and chair committees regarding the implementation of projects, strategic planning, grant proposal/administration or other administrative issues. Involves: Act as a liaison, departmental representative or leader in group settings. Provide leadership and overall direction to major projects such as the annual budget development process or major purchases. Investigate, respond to and resolve sensitive and complex inquiries and complaints. Respond to questions from others within the department or other departments for information and interpretation. Represent the City at various meetings and conferences and interact with a wide range of officials, department directors, coworkers and the public.
Supervise assigned staff. Involves: Assign, schedule, guide and monitor work. Appraise employee performance and review subordinate supervisor's appraisals. Provide for training and development. Counsel, motivate and maintain harmony. Identify and resolve staff differences, conflicts and deficiencies. Interview applicants; recommend hiring, discipline, termination, transfers, merit pay or other employee status changes. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
Perform other administrative and managerial duties as required.
