Description

The Greenbelt Specialist will assist with planning the annual monitoring schedule and attend all site monitoring visits for 230+ greenbelt-funded properties. This work requires coordination and communication with multiple stakeholders, an in-depth understanding of Greenbelt policies and procedures, review and interpretation of relevant technical documents and maps, and the ability to perform both field reconnaissance and office work. In addition to monitoring duties, the position assists coworkers in greenbelt project due diligence and closings. The position also contributes to public outreach, application cycle management, closing and due diligence, Board support, and project database management.

HIRING SALARY RANGE: $45,052 - $58,988 (Estimated Annual Salary)

Duties and Responsibilities

ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.)

Contributes to planning the monitoring schedule and attends all site monitoring visits for 230+ greenbelt-funded properties. Coordinates with eligible greenbelt fund recipients to develop annual and efficient site monitoring visit schedule.Reviews prior year monitoring reports, ensures team has necessary equipment and PPE for safe, efficient outings over sometimes rough terrain in natural settings. Oversee trailering and use of rough terrain vehicle (RTV). Navigate group through property. Document the status of property with notetaking, camera and Unmanned Aerial Vehicle (UAV). Utilize Geographic Information System (GIS) application for navigation and documentation of noncompliance issues.Completes thorough monitoring reports and communicates the site visit outcomes with the eligible greenbelt fund recipient. Stores and manages monitoring reports and other related files. Notifies Deputy Director of violations and recommends courses of action. Works with eligible greenbelt fund recipient, Deputy Director, Director, Legal, Board, and County Council as necessary to notify of violations and successfully rectify issues with tact and efficiency. Develops progress reports for greenbelt project implementation and present to the Board. Assists coworkers with project due diligence and closing activities, grant application review and scoring, office administration, procurement, database management, advisory board meeting support and public information requests. Contributes to development of monthly articles for the County Courier. Participates in public outreach activities. Develops and implements ideas for social media, internet, in-person meetings, print, etc. to ensure awareness of greenbelt program accomplishments and equity for greenbelt funding opportunities.Performs other duties or assumes other responsibilities as apparent or assigned.

Minimum Qualifications

Associate Degree and two (2) years or more of relevant experience is required. Relevant experience exceeding the minimum requirement may be substituted for minimum education requirement. Education exceeding the minimum requirement may be substituted for minimum relevant experience requirement.Associate Degree in Natural Resource Management, Environmental Science, Conservation Science, Wildlife Management, Biology, Geology, Forestry, Public Administration or related field of study is preferred. Must have Unmanned Aerial Vehicle license or ability to obtain within six (6) months of start date. Must be able to obtain County Authorized RTV Operator license within six (6) months of start date. Ability to read maps, navigate large tracts of land, operate a drone, operate RTV, operate a vehicle and trailer, and conduct these operations in natural terrain and elements required.South Carolina Master Naturalist Certification and work experience in the public sector preferred.Proficient in MS Office Suite and MS Access.Must possess a valid SC Driver’s license (or obtain within three (3) months of hire) and meet the requirements of the County’s motor vehicle policy.
