CLASSIFICATION SUMMARY
Under the general direction of the Fleet & Facilities Manager, the Fleet & Facilities Supervisor plans, organizes, and oversees the day to day maintenance of City of Kennewick fleet and facility assets. This position provides coordination in the planning, measurement, and implementation of services designed to support internal customers requiring fleet and facilities maintenance and repair support. Provides preventative maintenance, repair and tracking of all fleet and facility assets in
accordance with current industry standards, regulations and practices. Develops Key performance indicators, metrics, procedures and policies to accomplish strategic goals and customer service. The Fleet & Facilities Supervisor is in charge of training the assigned personnel in safety, proper equipment use, general work procedures, and team building to provide responsive and reliable preventative maintenance of assets. Develops detailed specifications, work plans and coordination on a wide variety of projects, equipment and building systems maintenance and replacement performed by in-house staff and contractors.
WORK SCHEDULE
This position will initially work full-time, Monday through Friday, and may be eligible for an alternate work schedule with every other Friday off work. Overtime may be occasionally required. This classification is exempt under the FLSA.

- Provides supervision of personnel, vendors and equipment involved with a diverse range of operations and projects. Reviews and inspects to ensure timely maintenance and project completion to standards.
- Plan, prioritize, assign, coordinate, and review the work of maintenance and operational staff. Coordinates schedules and leave of applicable staff.
- Develops and maintains accurate records of operations, maintenance, costs, and written specifications for replacement, repair, and maintenance of all assets.
- Develops and maintains service level agreements to measure and ensure customer satisfaction.
- Oversees resource allocation of equipment, inventory control, and materials based on maintenance and operations, safety standards, and user needs.
- Assist in budget preparation for the work unit by prioritizing projects, justifying requests, tracking expenditures and recommending budget adjustments.
- Implements measures to maximize value and minimize cost of operations by leveraging technology to improve efficiency and decision making.
- Participate in employee hiring process, staff training, and evaluation of employees based on performance measures and outcomes.
- Oversees development and preparation of reports to City administration as required or requested.
- Conduct visits and inspection of City facilities and equipment, noting needs for maintenance and repairs. Coordinate with staff on maintenance and operational needs and provide technical advice and assistance.
- Ensure consistent interpretation and compliance with laws, rules, policies, and procedures.
- Recommend changes in maintenance and operations organizational and administrative procedures as deemed necessary to improve efficiency and service.
- Review work orders, prioritize work requests, recommend and revise procedures, scheduling, and project design.
- Ensures safe vehicles and facilities with high standards by coordinating and administrating operations.
- Respond to emergencies and incidents as they occur.
- Perform other related duties as assigned.
Employment StandardsThis position requires a minimum of an Associate’s Degree in Fleet Management, Facilities Management; Construction Management, or a related field, including at least four (4) years of relevant supervisory experience. Or, any combination of relevant education and experience may be substituted to demonstrate the knowledge, skills, and abilities necessary to perform the duties listed above.
- Must pass a criminal background investigation.
- Must maintain a level of mental and physical fitness required to perform the essential functions of this classification.
Supplemental RequirementsTo perform the essential functions of the classification, incumbents must be able to demonstrate the following knowledge, skills, and abilities:
- Must demonstrate broad knowledge of Enterprise and Microsoft Operating Systems and Microsoft Office Suite products, including Outlook, Word, and Excel.
- Must demonstrate knowledge of federal and state employment and bidding laws as they relate to public sector employers and bidding requirements.
- Must demonstrate high level of interpersonal skills and the ability to handle sensitive and difficult situations and documentation.
- Must demonstrate ability to read, understand, interpret, and explain plans, specifications, policies, procedures, rules, regulations, and legal requirements to a diverse audience.
- Must demonstrate excellent attention to detail.
- Must occasionally travel outside of the Tri-Cities area for training opportunities, including limited overnight travel.
- Must maintain regular attendance and punctuality.
Physical Requirements:To perform the essential functions of the classification, incumbents must be able to meet the following physical requirements:
- Climbing, balancing, stooping, kneeling, crawling, reaching, standing, walking, grasping, feeling, talking, hearing/listening, seeing/observing.
- Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Paid Holidays12 per year (9 scheduled; 3 “floating”)
New Year's Day, Martin Luther King Jr. Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and the day after Thanksgiving, Christmas Day, and three floating holidays selected by the employee. An employee will accrue one of the three floating holidays on each of the following days: February 1, February 12, and August 31. An employee will only accrue a floating holiday on these days if actually employed.
Paid Time Off (PTO) The purpose of PTO is to compensate employees for absences due to injury, illness, vacation and personal business. In addition, the program is designed to provide employees with personal flexibility regarding the use of leave hours. PTO hours accrue based upon the actual number of regular hours worked.

Retirement Plan All City employees are members of the Public Employees Retirement System (PERS). The City and the employee both contribute toward the plan. Deferred Comp The City contributes an equivalent of 5% of your regular monthly salary to Mission Square Retirement (previously ICMA) deferred compensation program. No employee match required, but employees may contribute towards plan if desired. ( www.icmarc.org )
Medical, Dental & Vision Insurance The City currently pays the entire dental and vision insurance premiums for the employee and dependents. Employee current premium share is $200.00 per month for medical insurance to cover themselves and dependents.
Life Insurance 1.5 x annual salary (not to exceed $250K) provided by the City of Kennewick. Employee may purchase Voluntary Term Life Insurance for employee, spouse and/or dependents through New York Life (previously Cigna).
Long Term Disability The City pays the entire long-term disability premium for employees through New York Life (previously Cigna).
