The City of Tulare is excited to announce the addition of a Computer Systems Supervisor position. This is a unique opportunity for a dynamic and highly skilled professional to plan, coordinate, and implement information systems operations and projects and provide highly responsible and complex staff assistance to the Deputy City Manager/Chief Technology Officer.

In this role, the selected candidate will plan, coordinate, and implement information systems operations and projects; supervise staff and contractors; manage related operational data processing systems and activities of the Information Technology Division; provide highly responsible and complex staff assistance to the Deputy City Manager/Chief Technology Officer; and perform a variety of difficult and complex professional, technical, and administrative related work as required.

POSITION OVERVIEW:

Under general direction, plans, coordinates, and implements information systems operations and projects; supervises staff and contractors; manages related operational data processing systems and activities of the Information Technology Division; provides highly responsible and complex staff assistance to the Deputy City Manager/Chief Technology Officer; and performs a variety of difficult and complex professional, technical, and administrative related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Deputy City Manager/Chief Technology Officer or designee. Exercises general and direct supervision over assigned professional, technical, and clerical staff.

CLASS CHARACTERISTICS

This is the full supervisory-level class in the Information Technology series. Incumbents provide leadership and supervision to associated professional and technical staff and contractors. Responsibilities include the development of user requirements and network infrastructure, telecommunications, database administration, industrial technology, business systems applications, maintenance of file servers and personal computers, and the administration and operation of other related systems and equipment.

This class is distinguished from the Deputy City Manager/Chief Technology Officer in that the latter has full management and supervisory responsibility in planning, organizing and directing the full scope of information technology operations.

Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from a four-year college or university with major coursework in Computer Information Systems, Business Administration, Industrial Technology, Computer Science or a closely related field, and three (3) years of progressively responsible experience with network infrastructure, telecommunications, database administration, industrial technology, business systems applications, the maintenance of file servers and personal computers, and one (1) year of lead or supervisory experience.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard, typewriter keyboard or calculator and to operate standard office equipment. Positions in this classification will need to bend, stoop, kneel, reach, push and pull drawers open and closed to access information. Employees must possess the ability to lift, carry, push, and pull materials and objects necessary to perform job functions. Positions in this classification occasionally lift and move objects that typically weigh up to 50 pounds.

ENVIRONMENTAL ELEMENTS

Employees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
