The Housing and Community Development (HCD) Department is composed of four Divisions, including Development Services, Planning Services, Permit Center, and Administration. The department provides reasonable and safe development, planning for future needs of the County, and helps protect natural resources.

The Environmental Services Unit consolidates regulatory land use oversight for Monterey County Grading and Erosion Control ordinances, the FEMA National Flood Insurance Program, the FEMA Community Rating System, and the Phase II MS4 General Permit. Environmental Services staff conducts site inspections to ensure compliance Federal, State, and local regulations, as well as assist the public with drainage inquiries. Environmental Services also provides floodplain mapping services such as flood zone determination reports, and is the repository for FEMA Elevation Certificates, FEMA Letter of Map Changes, Flood Insurance Studies, and Flood Insurance Rate Maps.

The Housing and Community Development (HCD) Department invites applications for a Water Resources Hydrologist. In the Environmental Services Unit, the Water Resources Hydrologist is responsible for performing a variety of professional and analytical duties including reviewing plans, geologic/geotechnical reports, and hydrologic studies to administer the County grading, erosion control, storm water management and floodplain management regulations and programs; reviews land use development proposals to ensure adherence to professional standards, codes and department specifications; develops resource allocation plans; and performs related duties as assigned.

The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

Experience:
Two years of experience in hydrology, geology, hydrogeology, engineering, or a closely related field.
AND
Education:
Bachelor’s degree in hydrology, geology, hydrogeology, engineering, environmental sciences, or a closely related field.
OR
Certification:
Possession of a valid California Geologist-in-Training (GIT) or Engineer-in-Training (EIT) Certificate with two years of associated professional experience.
