The Housing and Community Development (HCD) Department is composed of four Divisions, including Development Services, Planning Services, Permit Center, and Administration. The department provides reasonable and safe development, planning for future needs of the County, and helps protect natural resources.

The Environmental Services Unit consolidates regulatory land use oversight for Monterey County Grading and Erosion Control ordinances, the FEMA National Flood Insurance Program, the FEMA Community Rating System, and the Phase II MS4 General Permit. Environmental Services staff conducts site inspections to ensure compliance Federal, State, and local regulations, as well as assist the public with drainage inquiries. Environmental Services also provides floodplain mapping services such as flood zone determination reports, and is the repository for FEMA Elevation Certificates, FEMA Letter of Map Changes, Flood Insurance Studies, and Flood Insurance Rate Maps.

The Housing and Community Development (HCD) Department invites applications for a Water Resources Hydrologist. In the Environmental Services Unit, the Water Resources Hydrologist is responsible for performing a variety of professional and analytical duties including reviewing plans, geologic/geotechnical reports, and hydrologic studies to administer the County grading, erosion control, storm water management and floodplain management regulations and programs; reviews land use development proposals to ensure adherence to professional standards, codes and department specifications; develops resource allocation plans; and performs related duties as assigned.

The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

Examples of Duties

• Performs a variety of professional hydrologic or hydrogeologic duties in the planning, design, development, operation, and maintenance of flood control, water quality, and water production, storage, treatment and distribution facilities and systems; ensures adherence to professional standards, codes and department specifications.
• Compiles, reviews, analyzes, interprets or reduces data pertaining to ground and surface water quality or quantity and characteristics or trends; assists in preparation of other technical reports.
• Assists in sampling and evaluation of groundwater and surface water supply, availability and/or quality, as well as trends over time; maintains water quality assurance documentation; assists in operation/evaluation of conservation release program.
• Operates and maintains water quality, hydrologic, hydrogeologic, land use, or ground water extraction reporting data base; graphs and charts data; prepares maps.
• Responds to requests for information.
• Coordinates, or assists in the coordination and oversight of extraction reporting, or surface and ground water field data collection efforts.
• May assist in the configuration and development of data input files for ground and/or surface water modeling; interprets model output and processes data for technical reports and public presentations.
• May prepare or assist in the preparation of the annual application for re-certification in the National Flood Insurance Program Community Rating System.

THE SUCCESSFUL CANDIDATE
Will have a proven track record demonstrating the following knowledge, skills and abilities:

Working Knowledge of:

• Methods, procedures, analysis and equipment used in either water quality, hydraulic, Global Positioning Systems (GPS), extraction reporting and water conservation, or hydrologic data collection,
• Principles, practices, and theories used in floodplain management, hydrology, hydrogeology, geology, hydraulics, water quality, or irrigation water and nitrate water quality management.
• Water resources management and planning
• Applicable safety practices.
• Word processing, spreadsheet, and data base management methods; Geographic Information Systems [GIS]; Global Positioning Systems (GPS); and Web-based applications.
• Advanced mathematics, including algebra, trigonometry and statistics; nomenclature, symbols, methods, practices, techniques, and instruments used in water resources management and/or engineering work.

Skill and Ability to:

• Apply hydrologic, hydrogeologic, and/or water quality principles and techniques to evaluate and solve difficult water resources and civil engineering problems.
• Compile, review, analyze, interpret or reduce data pertaining to extraction reporting and water conservation, or ground and surface water quality or quantity and characteristics or trends, and draw logical conclusions; and assist in preparation of technical engineering or other technical reports.
• Read, understand and interpret complex either hydrologic, hydrogeologic, water quality, or ground water extraction reporting and water conservation data; read maps; prepare accurate and neat maps representing water resources information.
• Exercise sound, independent judgment in managing assigned projects.
• Develop and maintain close-working relationships with those contacted in the course of work, such as the public, management and co-workers.
• Deal tactfully and effectively with the public, staff, other agencies, engineering firms, contractors, etc.
• Provide excellent and courteous customer service.
• Prepare and/or review reports, such as environmental impact reports, data, and correspondence.
• Maintain accurate data and records.
• Use computer systems and software application for data analysis, word processing, spreadsheets, and data base entry and query with mapping and analysis [GIS] software skills required.
• Communicate effectively, both orally and written, in order to prepare reports and correspondence, and make presentations before groups for the purpose of explaining complex data.
• Prepare scopes of work, resource allocation, work scheduling, and completion timelines for assigned work and projects.

Examples of Experience/Education/Training

Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

Experience:
Two years of experience in hydrology, geology, hydrogeology, engineering, or a closely related field.
AND
Education:
Bachelor’s degree in hydrology, geology, hydrogeology, engineering, environmental sciences, or a closely related field.
OR
Certification:
Possession of a valid California Geologist-in-Training (GIT) or Engineer-in-Training (EIT) Certificate with two years of associated professional experience.

CONDITIONS OF EMPLOYMENT
The required conditions of employment include, but are not limited to the following:

• Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority.
• Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency.
• Work under adverse conditions such as inclement weather, dust or silica dust, heat, wind, or environments subject to sudden changes and/or extremes in air temperature, pressure or humidity, work outdoors, on uneven and/or slippery and/or wet ground surfaces, at elevations above ground level, in confined or extremely small work spaces, come into contact with water, petroleum products, lubricants, cleaning solutions or solvents, toxic fumes, liquids or gases, allergens, chemical products requiring MSDS sheets, plant, animal or food material or waste, around moving machinery, vehicles, equipment, hand and/or power tools, electricity, vibration, and in extremely noisy environments.
• Work weekends, evenings, shifts, and holidays during storm monitoring duty, and during times of emergency and/or disaster situations.
• Depending on assignment, may need to demonstrate the ability to swim safely for 50 yards in order to safely work on and around large bodies of water.
• Wear and use safety clothing and equipment as required, such as safety glasses, gloves, etc.
