Job Description

JOB SUMMARY
Under general direction, the Vice President - Production Operations is responsible for providing strategic and tactical oversight for the multidisciplinary, twenty-four hour per day activities of the Production Group including, but not limited to Potable Water Production consisting of operation of an Aquifer Storage and Recovery Facility, Desalination Facility, Groundwater Treatment Plant, approximately 200 groundwater wells, and all ground / elevated storage tanks and pump stations in the water distribution system; oversight of the Production Control Center; operation of the Recycled Water Distribution System; and Maintenance of water production / recycled water facilities, which includes mechanical, electrical and instrumentation and control. Serves as a member of the Executive Management Team.

ESSENTIAL FUNCTIONS

• Ensures effective 24-hour water service for SAWS customers.
• Acts as the lead emergency response coordinator for large scale water production emergency events.
• Leads the development of policies, procedures and methods for operations and maintenance of SAWS water systems, ensuring consistent production and delivery of quality potable water.
• Provides strategic direction on capital improvement projects affecting water production and treatment facilities.
• Adheres to State and Federal regulatory standards concerning potable water treatment and distribution.
• Provides executive level oversight in conceptual planning efforts for the Group and ensures overall integration of the plans.
• Manages multiple, large and complex budgets to ensure effective operations, protection of public assets and SAWS ratepayers’ interest.
• Directs the development, implementation and evaluation of program initiatives across multi-functional lines.
• Provides clear written communications; listens and facilitates resolution to problems; and effectively speaks to large groups of operational staff, technical experts, elected officials and the general public.
• Develops, analyzes and monitors key performance measures to meet service and financial objectives, balance resources, and improve overall effectiveness and efficiency.
• Demonstrates executive level business management principles and practices.
• Promotes the use of innovative technological advances to improve the operating efficiency of the Group.
• Implements various corporate program initiatives.
• Forecasts, allocates and monitors the human, physical and financial resources for assigned Group.
• Leads, selects and develops a team of professionals charged with executing business strategy and maintaining operational integrity of one of the largest water systems in the United States.
• Leads and motivates a team of technical field staff that includes mechanics, electricians, instrumentation and control technicians and water operators.
• Trains and mentors and evaluates employees and facilitates interdepartmental teamwork.
• Implements and monitors adherence to established safety regulations and practices for water production facility operations and maintenance.
• Promotes and encourages teamwork and cooperative efforts internally and externally.
• Leads the development, analysis and implementation of policy and strategy including key strategic initiatives, business planning efforts, and policies and procedures.
• Influences events in order to optimize organizational resources and achieve System goals.
• Develops and implements measures to analyze and improve organizational efficiencies.
• Performs other duties as assigned.

MINIMUM REQUIREMENTS

• Bachelor’s Degree in Engineering, Public Administration, Science or related field from an institution accredited by a recognized accrediting agency.
• Ten years’ increasingly responsible professional experience in operation and maintenance of water, utilities including five years’ management experience.

• Valid Texas Class “C” Driver’s License.

PREFERRED QUALIFICATIONS

• Licensed as a Professional Engineer in the State of Texas, or if licensed in another state must obtain the Texas license within six months of appointment.
• TCEQ Class A Water License or equivalent from another State.

JOB DIMENSIONS

• Knowledge of principles and practices in water, desalination, aquifer storage & recovery, production control centers, instrumentation and controls, electrical and mechanical maintenance operations.
• Knowledge of Federal, State and local laws, statutes and regulations as they pertain to areas of discipline.
• Knowledge of principles of supervision, training and performance evaluation.
• Skill in developing, implementing and evaluating policies, programs and processes.
• Skill in utilizing a personal computer and associated software programs.
• Skill in developing clear and concise reports and effectively presenting complex information to large groups or the general public.
• Ability to research, analyze and evaluate operational or service delivery methods, procedures and techniques.
• Ability to plan, develop and implement strategic business plans.
• Ability to prepare and administer a complex departmental budget and allocate limited resources in a cost-effective manner.
• Ability to exhibit high standards of business and personal ethical conduct, leadership, teamwork, positive attitude, initiative and problem-solving skills.
• Ability to analyze complex problems, provide alternatives and implement solutions in support of established goals.

• Ability to establish and maintain effective working relationships with internal and external customers, including Board of Trustees, Executive Management Team, elected officials, policy makers, community leaders, contractors, consultants and industry leaders.

PHYSICAL DEMANDS AND WORKING CONDITIONS
Working conditions are primarily in an office environment with occasional field visits to project sites where there is heavy traffic, construction, rugged terrain and hazardous environmental conditions. Physical requirements include visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate basic office equipment. Subject to sitting, walking or standing to perform the essential functions. May drive a company and/or personal vehicle.

May be required to work hours other than regular schedule such as nights and weekends.

Salary:

$170,914.00 - $341,806.00 Annually
