Role

Under minimal direction, performs engineering, project management, and supervisory work of considerable difficulty in managing capital projects and directing the activities of Flood Control District personnel.

Major Duties, Responsibilities

• Plans, organizes, and directs engineering activities and duties related to floodplain administration and flood control district management.
• Inspects, studies, analyzes, and formulates proposals for flood control and drainage problems. Prepares designs, technical reports, sketches, and drawings.
• Prepares project related requests for proposal and requests for bids and evaluates proposals for adequacy, regulatory compliance, technical merit, and project approach.
• Reviews projects for regulatory compliance, economic benefit, value engineering, technical issues, and sound engineering design.
• Evaluates, reviews, and guides District staff in daily activities.
• Provides technical and administrative guidance and oversight for the flood-warning program.
• Performs site inspections of major and minor flood and drainage problems.
• Manages consultant services including technical proposals, proposal evaluation, contract management, and technical review.
• Provides technical assistance and coordinates drainage improvement projects with other County departments.
• Attends meetings and professional conferences.
• Represents the District in professional organizations and coordinates speaking engagements and other outreach activities.
• Prepares draft annual budget and recommends projects, programs, and equipment.
• Performs other job-related duties as assigned.

Minimum Qualifications

Education:
Bachelor’s Degree in Civil Engineering, Water Resources Engineering, Hydro-Science, or related field.

Experience:
A minimum of three (3) years of progressively responsible experience in Civil Engineering or other water resource related field, to include three (3) years in a supervisory capacity.

An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year-per-year basis.

Additional Requirements:
Must possess a valid Arizona driver’s license.
Must be licensed as a professional civil engineer and be registered with the State of Arizona within six (6) months of hire.
Must obtain Certification as a Floodplain Manager (CFM) through the American State Floodplain Management Association within six (6) months of hire.

• Modern methods, principles, and practices of civil engineering, contracting, and construction management with emphasis on flood control.
• Federal, state, and local technical, administrative, and legal requirements pertaining to floodplain management.
• Principles and practices of office administration, management, and supervision.
• Flood warning equipment, networks, installations, and safety procedures.
• Business English, spelling, grammar, punctuation, and composition.
• Clerical office practices and procedures.
• Research techniques and report writing.
• Current Microsoft Office software.
• Filing and recordkeeping.

• Effective and diplomatic resolution of problems, public relations, customer service, and public outreach.
• Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.

• Keep management informed of key operating issues affecting the department.
• Remain current in knowledge required to perform assigned duties.

Work Environment:
The work environment is associated with an office and field environment year-round in all weather conditions and includes exposure to loud noise, dust, fumes, mist, and chemicals.

Physical Requirements:
Ability to sit, stand, walk, or bend for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Must be able to walk over uneven terrain, hike considerable distances carrying equipment, lift and carry equipment and materials weighing up to 90 pounds, and work in cramped positions.
