Description

The Position

The City of Riverside is accepting applications for the position of Code Enforcement Manager (Non-Classified*) to fill one (1) vacancy in the Code Enforcement Division of the Community and Economic Development Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

*This position is designated as Non-Classified and is exempt from the classified service. The Incumbent shall be appointed "at-will" and serve at the pleasure of the City Council.

The City of Riverside is seeking a highly experienced professional to serve as the Code Enforcement Manager, a key senior leadership role within the Community and Economic Development Department. The successful candidate will oversee all activities within the Code Enforcement Division, which works to improve community safety, aesthetics, and quality of life through education, cooperation, and enforcement of municipal codes. This role involves managing complex programs such as abandoned vehicle abatement, environmental enforcement, and vendor compliance, as well as overseeing staff recruitment, training, and evaluation, and administering the division’s budget.

Under general direction of the Director or Deputy Director, to plan, organize, supervise and review the work of professional, technical and administrative support staff engaged in the enforcement of municipal and other related codes including zoning, land use, housing, litter, sanitation and other public nuisance code provisions; to provide leadership and coordination to related programs and activities; and to perform other related work as required.

Qualifications

Education: Equivalent to a Bachelor’s Degree from an accredited college or university with major course work in public administration, public safety, criminal justice or related field. Additional experience offering specific and substantial preparation for the duties of the position may be substituted for up to two years of the education requirement.

Experience: Five years of increasingly responsible supervisory and administrative experience with responsibility for the development, maintenance and administration of a code enforcement or community preservation program or a closely related field.

Necessary Special Requirement: Possession of an appropriate, valid class “C” California Motor Vehicle Operator’s License.
