GENERAL DESCRIPTION:

Under immediate (Pipeline Construction Utility Worker I) or general (Pipeline Construction Utility Worker II) supervision, performs a wide variety of semi-skilled and skilled tasks in the construction, installation, servicing, repair, and maintenance of EMWD's mains, service lines, and related appurtenances used in the production, treatment, storage, transmission, and distribution of potable and reclaimed water; operates light-, medium-, and heavy-duty motorized equipment; and performs related duties as assigned.

In addition to the minimum qualifications required for the position, the ideal candidate will have their Class A California driver's license with endorsements and no restrictions. They will also have the ability to weld in multiple capacities, and to be on call to respond to emergency work.

Employees in this classification are subject to on-call, which may include rotating-duty schedules, weekends and 24-hour emergency call out with little or no notice.

DISTINGUISHING CHARACTERISTICS:

Pipeline Construction Utility Worker I : This is the entry-level classification in the Pipeline Construction Utility Worker I/II series. Initially under close supervision, incumbents learn and perform routine tasks in pipeline construction, installation, and maintenance. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Construction Utility Worker II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Pipeline Construction Utility Worker II : This is the fully qualified journey-level classification in the Pipeline Construction Utility Worker I/II series. Positions at this level are distinguished from the Pipeline Construction Utility Worker I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies.

Employees in the Pipeline Construction Utility Worker I/II classifications are subject to on-call, which may include rotating-duty schedule, weekends, and 24-hour emergency call out with little or no notice.

SUPERVISION RECEIVED AND EXERCISED:

Receives immediate supervision (Pipeline Construction Utility Worker I), general supervision (Pipeline Construction Utility Worker II) from the Field Services Supervisor. Pipeline Construction Utility Worker I/II exercise no direct supervision over staff.
