POSITION SUMMARY

The Transit & Traffic Operations Project Manager position will assist in the planning and operations of the City’s LauderGO! mobility services (Community Shuttle, Water Trolley, and MicroMover). This position will assist the Transit Planner with the management of these services to ensure that transit operations align with the City’s standard and Broward County’s goals. The work will mainly focus on oversight of the LauderGO! program, innovative solutions to elevate the City’s transit services, and grant funding to expand service areas and amenities. This position will work closely with the County, State, and residents to identify transit challenges and possible solutions; assist in the development of transit project concepts; and assist with grant development.

This Project Manager position will also assist with traffic engineering tasks to maximize the transportation system’s efficiency and performance, as well as promoting safety. The position will directly support the Transportation Services Division Manager.

This job classification is included within the bargaining unit represented by Federation of Public Employees and therefore is subject to the terms and conditions of the Collective Bargaining Agreement between the City of Fort Lauderdale and Federation of Public Employees.

This job classification is in Management Category III for benefits purposes, which includes six (6) additional Management Vacation Days per calendar year and a Vehicle Allowance of $250/month.

ESSENTIAL JOB FUNCTIONS

Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. • Develops and plans fixed-route transit service, including evaluating system performance, and making recommendations for change as needed to ensure service meets City and County goals and objectives.
• Tracks and analyzes performance data to evaluate transit services, and proposes schedule and route adjustments as needed to ensure high quality, efficient service that meets established metrics/goals.
• Develop short-term and long-term program plans to improve existing local transit network.
• Assist with grant tasks including preparation of reports, maps, and applications for operational and capital funding. Use federal and/or state mandated procedures to track progress and prepare status reports for awarded grants.
• Manage operations and maintenance contracts, as well as interlocal agreements for all transit services.
• Reviews all existing and proposed bus stop requests, meets with internal staff to evaluate bus stop issues, works with jurisdictions to ensure bus stops are pedestrian and bicycle accessible, as well as compliant with the Americans with Disabilities Act; works with internal departments to implement.
• Assist with monthly and annual National Transit Database (NTD) reporting.
• Develop and implement program branding including printed materials, community outreach, and passenger information at bus stops.
• Develop scopes of work and facilitate procurement process for transit goods and services. Assists with implementation of service changes, including review and approval of schedules.

• Perform routine field inspections and spot checks to verify service standards are upheld by all transit providers.
• Coordinate with service provider(s) staff to receive and provide feedback on various scheduling and service performance issues.
• Reviews and approves contractor and consultant invoices. Monitors program budget and annually project the program’s operating expenses.
• Coordinates with other City departments, external agencies and applicants on transit projects.
• Conduct field inspections to investigate traffic engineering concerns (i.e. signing, pavement marking, and signalization) raised by neighbors and City Commission.
• Participates in traffic engineering planning and design functions, such as: field inspections to assess traffic conditions and signal operations; analyzing operational findings; and recommending improvements to assist with studies and staff reports/analysis.
• Coordinates with the County and State on signalization and traffic engineering items including Electronic Review Comments (ERC).
• Assists in the review of various traffic operation enhancements in conjunction with Capital Improvement Projects to ensure safety, efficiency, and conformance with local, regional, and national standards.
• Performs related work as required

JOB REQUIREMENTS, PREFERENCES & WORK ENVIRONMENT

MINIMUM JOB REQUIREMENTS: Bachelor's degree in transit planning, civil engineering, architecture, construction management, or a closely related field. At least three (3) years of professional experience in transit planning, traffic engineering, engineering, construction management, and/or project implementation for a state, county, or local government planning agency or private organization directly involved in transit or transportation planning or development. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience. SPECIAL REQUIREMENTS:

• A flexible schedule including attendance at occasional Homeowner Associations (HOA) meetings, and other public meetings which commonly occur during the evening hours is required.

PREFERRED QUALIFICATIONS:

• Possession of a current License as a registered Professional Engineer, or as an American Institute of Certified Planners (AICP), or Certification as a Project Management Professional (PMP).
• Previous experience working for or with government agencies.
• Knowledge of applicable Federal, State and Local laws, rules and regulations related to transit and small vehicle water transportation.
• Prior years of experience working in the transit planning field with involvement in operations of a modern transit system operating principles, practices, and route development.
• Experience in database management and analytical analysis to track transit and traffic data, as well as performance measures.
• Experience with oversight of contracts and interlocal agreements.
