Description

THE POSITION

New hires in the Senior Parking Enforcement Officer classification may be eligible for one-time recruitment and retention bonuses totaling up to $5,000 during the first year of employment.

This position is responsible for various parking enforcement tasks which include but are not limited to the following: parking citation adjudication, installation of vehicle immobilization (boot) devices, conducting investigations of disabled person placard abuse, supporting officer training, and issuing parking citations. This position will require work shifts during weekends, holidays, nights, and in inclement weather.

The purpose of this position is to perform independent, complex office, investigative, and field work involving the enforcement of appropriate codes, laws, regulations, and validation programs pertaining to on-street and off-street parking within the City of Sacramento and surrounding areas.

DISTINGUISHING CHARACTERISTICS

The Senior Parking Enforcement Officer is an advanced journey-level classification filled with multiple incumbents. Incumbents are responsible for enforcing and citing complex parking-related violations. The Senior Parking Enforcement Officer is a non-peace officer classification that does not carry a firearm or a non-certified weapon. This class is distinguished from the next lower-level classification of Parking Enforcement Officer in that the former is given greater independence for completing regular and special assigned parking enforcement tasks, and acts as a lead worker. Incumbents may perform similar duties as the Parking Enforcement Officer, but also performs work of greater complexity and scope, including special assignments.

SUPERVISION RECEIVED AND EXERCISED

Direct supervision is provided by a Parking Services Supervisor, or other higher-level personnel. Lead responsibilities include guidance and coordination of Parking Enforcement Officers.

EDUCATION AND EXPERIENCE

Education:
None

Experience:
Two (2) years of experience involving public contact in a parking control enforcement or similar environment.

SPECIAL QUALIFICATIONS

Driver License:
Possession of a valid California Class C Driver License at the time of appointment.

Certification:
None

Penal Code Course:
Successful completion of a Penal Code (PC) 832 Arrest, Search and Seizure course during the probationary period is required.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Work Conditions:
Employees typically work daytime hours, but mustbe able to workirregular shifts, including weekends, holidays, and evenings as needed.

Physical Conditions:
Must be able to visually observe details up close, or at a distance; read, sit or walk for an extended period of time, enter/exit vehicles frequently. Must have finger dexterity/grasping ability to operate issued equipment/devices, or a computer.

Environmental Conditions:
Work is performed outdoors in all weather conditions.

PROBATIONARY PERIOD
Incumbents must complete six (6) months of probation at a satisfactory performance level prior to gaining permanent status.

2. Training and Experience Exam : (Weighted 100%) - The questions located at the end of the application are the Training and Experience (T&E) Exam. Responses to the T&E questions will be rated and scored. This exam will evaluate the relevance, level, and progression of a candidate's education, training and experience. The exam score will determine your ranking on the eligible list for this job. When completing the T&E questions, please note:





3 . Eligibility : Candidates who pass the Training and Experience Test will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the one-year list. Candidate’s eligibility expires one year from the date of notification of a passing score for the Senior Parking Enforcement Officer examination.

4. Screening Committee : (Pass/Fail)- All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. Human Resources will only evaluate employment applications for the minimum qualifications, as stated on the job announcement, for applications selected by the hiring department.

5 . Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass Live Scan/fingerprinting. If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
