The Volunteer Emergency Services Program Specialist serves as the lead administrative and program support for the Volunteer Emergency Services unit within the Internal Operations Bureau. This role oversees the Season of Sharing intake process, provides volunteer work direction, performs community liaison functions, engages with nonprofit organizations as needed, and performs other related duties to support the department’s mission.

The Employment and Human Services Department is currently accepting applications to fill one (1) vacancy for the Volunteer Emergency Services Program Specialist.

What you may be responsible for:

• Lead client intake specialist for Season of Sharing program
• Frequent interaction with the public, donor groups and volunteers
• Managing donation deliveries, inventories, and distributions
• Collects and records monthly and quarterly data for Volunteer & Emergency Services
• Provides reports and program updates to Volunteer Program Coordinator as needed
• Provides the lead in running meetings and directing volunteers as needed
• Research services in the community and assist in prioritizing program needs
• As assigned, assist with maintaining financial records, financial reporting, grant writing or fundraising.

Typical Tasks

• Assists in or provides lead in the running of committees of staff, volunteers and clients to identify program needs as assigned
• Researches existing services in the community and assists in prioritizing needs and in developing new volunteer programs or changing existing ones
• Develops community support for volunteer services by brochures and direct contact with community groups and donors
• Assists as assigned in developing press releases with the Department Public Information Officer
• Provides input for the design of jobs for volunteers
• Assists in recruitment, interviews, selections and training for volunteers
• Determines client eligibility to Season of Sharing program funding
• Holds informational meetings for staff about various volunteer program components and eligibility expectations
• Collects and records monthly and quarterly data for Volunteer Services reports by volunteer and department staff of volunteer dollars spent and grants or donations received, in providing client support activities
• As assigned gives direction to volunteers including community service workers; and coordinates activity between EHSD staff
• Answers inquiries from the community relative to volunteer programs and services
• Receives requests or direct service referrals for volunteer program assistance

The eligible list established from this recruitment may remain in effect for six (6) months.

Minimum Qualifications

License: Valid California Motor Vehicle Operator's License

Education: Possession of a Associate of Arts degree from an accredited junior college with a degree or certificate in business, social or behavioral sciences, volunteer administration or a closely related field.

Experience: The equivalent of one (1) year of experience as a eligibility worker in the Contra Costa County classified service.

OR

The equivalent of eighteen months of fulltime experience working in volunteer services programs or determining public assistance eligibility.

Substitution for Education: An additional six (6) months of experience may be substituted for one (1) year of the required education.

Selection Process

1. Application Filing and Evaluation: Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.

2. Training and Experience Questionnaire: Candidates will be required to complete a training and experience questionnaire at the time of filing. The responses to the training and experience questions on the supplemental questionnaire will be used to evaluate candidates' r elevant education, training and/or experience as it relates to the Volunteer Emergency Services Program Specialist c lassification. (Weighted 100%)

DISASTER SERVICE WORKER

Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
