Deschutes County Health Services supports over 400 staff in Behavioral and Public Health programs working to promote and protect the health and safety of the community in a broad variety of community-based settings.
This position is part of Public Health service area, which works to keep people healthy and safe by striving to improve and protect the health of people in Deschutes County. This work includes: disease prevention, surveillance and control; food and consumer safety; assuring clean and safe drinking water; ensuring access to essential health services; providing education about healthy lifestyles; implementing strategies to reduce and prevent high-risk behaviors among youth; and responding to pandemics and emerging threats, outbreaks and other events.

ABOUT THE JOB:
Deschutes County is accepting applications for a Community Health Specialist II - Tobacco Prevention and Education Program (TPEP) Coordinator. This position is funded and supported by the Oregon Health Authority Tobacco Prevention and Education Program . Community Health Specialists lead policy, systems, and environmental (PSE) changes to prevent chronic disease and promote healthy communities.
This position serves as a subject matter expert providing leadership and direction for Deschutes County’s tobacco prevention strategies to include reducing community inequities; facilitate community mobilization to implement community youth prevention protocol, policy, and/or practice change ; serve as subject matter expert on prevention practices and strategies to internal/external partners and community; and will include an emphasis on effective prevention strategies for substance use and misuse prevention in K-12 schools. The position carries out a variety of group processes and strategic planning, including program planning, monitoring and reporting. Work assignments will be broad in scope and require considerable reasoning, independent judgment, and skill in developing and sequencing action plans from broadly defined objectives.
Key Responsibilities:
- Conduct community health assessments.
- Plan, implement, and evaluate initiatives.
- Mobilize or facilitate community change efforts.
Knowledge of or experience with:
- Health promotion, education and behavior change principles, methods, and practices.
- Effects of physical, social, and emotional determinants of health.
- Health-related program planning and evaluation.
- Program evaluation including data gathering and analysis, program benchmarks, and measurable outcomes.
Skill in:
- Work effectively both independently and in a team setting.
- Apply effective problem-solving techniques and skills.
- Communicate effectively both verbally and in writing.
- Develop functional written products: agendas, educational presentations, program plans, research or guidance reports, and policies and procedures.
- Collaborate and maintain effective and positive working relationships with individuals, co-workers, partner agencies and community groups.
- Effectively plan, organize and lead meetings.
- Improve quality results by studying, evaluating, and recommending changes in processes and implementing changes.
- Handle multiple and changing priorities.
- Manage grant reporting requirements.

Compensation
$6,304.35 to $8,448.45 for a 172.67 hour work month. Excellent County benefit package when eligible. This union-represented position is available immediately.

Minimum Qualifications
- Bachelor’s Degree in a health or education field;
- AND three (3) years of related experience;
- OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job.
- Experience and knowledge in Policy, Systems, and Environmental (PSE) change strategies.
- Experience and knowledge in K-12 substance use and misuse prevention strategies.
Necessary Special Requirements
Driving is a requirement for this position. Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.
Successful candidates must have the ambulatory ability to drive throughout Central Oregon and to provide services in a variety of settings in the community.
Must have dependable transportation and be willing and able to drive throughout Central Oregon in sometimes adverse weather conditions.
