Vacation & Sick Leave
At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally, employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service).
Holidays
The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.
Retirement
This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12%, per fiscal year.

GENERAL PURPOSE: Under general supervision, performs advanced technical and regulatory compliance work to ensure the City’s public water and wastewater systems meet all applicable federal, state, and local requirements. Oversees specialized compliance programs, serves as the City’s subject matter expert in assigned focus areas, and provides high-level technical guidance to operations staff, contractors, developers, and regulatory agencies. Work involves significant independent judgment, decision-making, and interpretation of complex regulations.

- Interprets, applies, and enforces federal, state, and local environmental regulations related to public water and wastewater systems.
- Develops, implements, and manages compliance programs, policies, and procedures.
- Serves as the City’s primary liaison to regulatory agencies, representing the City during inspections, audits, and enforcement actions.
- Coordinates with engineering, operations, and legal teams to resolve complex compliance issues and integrate regulatory requirements into planning and operations.
- Reviews development plans and engineering submittals for compliance with applicable codes and regulations.
- Conducts investigations of non-compliance, determines root causes, and recommends corrective actions.
- Prepares technical reports, permit applications, enforcement documentation, and regulatory correspondence.
- Maintains compliance databases and reporting systems; analyzes data to identify trends and inform operational decisions.
- Leads and coordinates assigned staff, including work planning, mentoring, and performance feedback.
- Participates in a culture of continuous improvement by providing ideas to management and taking part in Kaizens.
- Performs other related duties as required.
- Primary responsibility for compliance with the Safe Drinking Water Act (SDWA), Arizona Department of Environmental Quality (ADEQ) rules, and the City-wide Cross-Connection Control and Backflow Prevention Program. Assignments may include leading compliance projects across multiple programs, and incumbents are expected to provide cross-coverage as needed.
- Oversees compliance for all ten City public water systems, ensuring adherence to the SDWA, ADEQ, and EPA requirements.
- Develops, manages, and enforces the city-wide Cross-Connection Control and Backflow Prevention Program.
- Coordinates water quality monitoring programs, including sampling schedules, laboratory analysis, and reporting.
- Reviews and approves backflow prevention assembly installations and maintains records of annual testing.
- Investigates and resolves drinking water quality complaints and cross-connection
- Primary responsibility for compliance with the Clean Water Act (CWA), United States Environmental Protection Agency (EPA), and Arizona Department of Environmental Quality (ADEQ), pretreatment regulations, Arizona Pollutant Discharge Elimination System (AZPDES) permits, Aquifer Protection Permits (APP), and wastewater quality standards. Assignments may include leading compliance projects across multiple programs, and incumbents are expected to provide cross-coverage as needed.
- Oversees the City’s Industrial Pretreatment Program in compliance with EPA and ADEQ requirements.
- Monitors wastewater treatment plant discharges for compliance with AZPDES permits and effluent quality standards.
- Conducts inspections of industrial users, prepares enforcement actions, and coordinates compliance schedules.
- Oversees sampling and analysis for wastewater quality monitoring and biosolids compliance.
- Investigates and resolves wastewater quality complaints and non-compliance events.

MINIMUM QUALIFICATIONS:
Education And Experience: A bachelor’s degree in Environmental Science, Chemistry, Biology, Engineering, or a closely related field; and three (3) years of increasingly responsible experience in water or wastewater compliance, including program administration; or an equivalent combination of education and experience.
Necessary Knowledge, Skill, and Ability:
Knowledge of:
- City code, policies, and procedures
- Principles of record keeping and records management
- Investigative techniques, enforcement procedures, and data analysis methods.
- Computer applications such as Bluebeam Revu, SAMS, and Microsoft Office products
- Ability to interpret and apply complex regulations, codes, and technical standards
- Strong communication skills for preparing reports, delivering presentations, and interacting with diverse stakeholders.
- Skill in leading projects, coordinating staff, and managing multiple priorities in a fast-paced environment.

12 Month Goals:
- Learn and embrace the Citywide Mission, Vision, and Values, along with the Water Resource Department's Mission and Vision statements. Success will be demonstrated to the supervisor.
- Implement and refine compliance programs that align with the Safe Drinking Water Act (SDWA), Clean Water Act (CWA), ADEQ, and EPA requirements across all City public water systems.
- Build and maintain effective working relationships with regulatory agencies, other department divisions, and internal staff to ensure coordinated compliance efforts.
- Grow and strengthen the Citywide Cross-Connection Control and Backflow Prevention Program by:
- Expanding customer outreach and education on backflow requirements.
- Increasing enforcement of annual testing compliance.
- Establish a prioritized inventory of unprotected services that present potential cross-connection hazards and initiate enforcement and corrective action plans.
- Implement consistent use of SAMS Cross-Connection and Drinking Water software to improve test submittals, track compliance, and generate accurate program reports.
- Develop and deliver training materials for contractors, testing companies, and City staff to support consistent cross-connection control practices.
- Support drinking water compliance by coordinating bacteriological and chemical monitoring schedules and ensuring timely ADEQ/EPA reporting.
- Identify and implement at least two process improvements (e.g., test tracking workflow, enforcement letters, drinking water compliance tracking & reporting) using a continuous improvement approach.

Special Requirements and/or Certificates: Must possess and maintain a valid Arizona driver’s license.
Possession of a minimum ADEQ Grade II in one of the following certifications within two years of hire:
- Water Treatment
- Water Distribution
- Wastewater Treatment
- Wastewater Collections
Physical Requirements and Working Conditions: Standard office environment and exposure to outside elements with possible exposure to hazardous conditions when performing on-site inspections or visits. May be required to lift and carry materials weighing up to 20 pounds.
