Education and Experience : A Bachelor's degree or higher in engineering, and six (6) years of professional operations or administration experience in a wastewater utility, including two (2) years in a supervisory capacity.

Incumbents in an executive level job class will not be required to meet the educational requirements of his/her respective job class provided that the incumbent was permanently employed in the respective job class on June 2006. All employees hired into an executive level position after June 2006 are required to meet the educational requirement of the respective job class.

Licenses and Certificates : At time of application, either active registration as a Professional Engineer in the State of Texas (or equivalent transferable from another state having reciprocity, which must be converted to Texas registration within one (1) year of appointment), or Class "A" Wastewater Certificate of Competency issued by TCEQ. Texas Class "C" Driver's License or equivalent from another state.

General Purpose

Under general direction, oversees and manages the daily operations and maintenance of the wastewater treatment and reclamation plants.

Typical Duties

Plan, assign and direct the overall operation of all wastewater treatment plants. Involves: Assure plants are properly maintained to minimize emergencies and contain costs. Ensure that the wastewater treatment plants meet all the effluent regulatory requirements. Review and evaluate all operational records, reports and laboratory data. Recommend changes for improvement or compliance of regulations. Recommend changes to reduce costs and operate more efficiently. Oversee and monitor general maintenance of the wastewater treatment plants. Review and evaluate maintenance records and make recommendations for improvement. Review and approve necessary equipment and supply purchases. Ensure preventative maintenance is performed.

Complete administrative duties as assigned. Involves: Respond and resolve customer inquiries and complaints. Implement corrective actions when indicated. Assist in the development of the annual operating and capital improvement budgets to meet needs of the wastewater treatment plants. Assist in establishment of realistic goals and objectives for the division. Review and approve purchase requisitions. Prepare specifications for purchase of some chemicals and equipment. Monitor expenses. Review bid proposals and recommends award. Monitor individual plant expenses and advise key supervisors of problem areas to ensure compliance with budget allocations. Review, evaluate and make recommendations on engineering reports, specifications and studies relative to wastewater plant operation or facility improvement. Provide recommendations and changes to studies, blue prints, specifications and environmental assessments.

Supervise assigned staff. Involves: Meet with senior and general staff on regularly scheduled basis. Prioritize and coordinate sectional activities. Instruct, review, guide and check work. Appraise employee performance. Provide training and development opportunities. Enforce personnel rules, regulations, and work and safety standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hire, termination, transfer, disciplinary action, merit pay or other employee status changes.
