The Port of Oakland is currently recruiting for two positions of Airport Operations Specialist II. One position is in Airside Operations and the other is in Aviation Security. Under general supervision, the incumbent performs work involving a variety of airport operations duties related to compliance, enforcement and customer service related functions essential to the 24hr operation of an international airport. The classification’s scope of work includes airfield, airside and landside operations in support of airside inspections, gate management, terminal operations, parking and ground transportation, general aviation, aircraft basing, aviation security, ID badge/access control programs, as well as other airside and landside functions.

Examples of Duties

This classification may be required to rotate between various assignments in the areas referenced above. Typical duties may include, but are not limited to the following:

OPERATIONS

• Performs inspection, administrative, training and communications duties.
• Performs airside and landside inspections and related duties under the general supervision of the Airport Duty Manager; initiates corrective action for non-compliant issues; and applies applicable local/State/federal regulations to airfield and security related duties.
• As necessary to ensure the continuity of operations and/or ensure the safety and security of the Airport, may perform duties of the Specialist I position.
• Responds to medical calls and issues throughout the Airport campus.
• Coordinates activities related to airport emergencies with Airport Operations Supervisor and/or other airport staff; follows established procedures in emergency situations, notifying law enforcement or other appropriate personnel.
• May assign, monitor, and review the work of Airport Operations Specialist I staff; provide input to Airport Operations Supervisors during the performance evaluation process of Airport Operations Specialist I staff.
• Provides input into the development of goals, standards and work procedures for the unit; identifies, recommends and provides training to staff in work procedures and related equipment.
• Assists staff with airfield, terminal, landside, and security functions and projects; may support EOC functions.
• Provides Airport Duty Manager with information from gate management system and performs gate changes in the system.
• Oversees and executes certain programs related to airport operations, including, but not limited to wildlife management, safety awareness, safety enforcement, ground transportation management and enforcement, and tenant outreach.
• Performs and may provide lead direction over AOS I staff who assist with inspections and enforcement of Airport ground transportation/parking operations rules and regulations; provides input in the formal performance evaluations for the AOS I staff.
• May conduct vehicle inspections of taxi cabs, limousines and other ground transportation operators for mechanical and safety conditions, and regulatory compliance.
• Facilitates and coordinates placement of all portable restrooms as needed.
• Facilitates and coordinates signage for terminals, roadways, curbsides and parking lots with appropriate department heads and signage vendors.
• Leads vehicle inspections activities of taxicabs, limousines, door-to-door shuttles and airport buses for mechanical condition and regulatory compliance.
• Answers inquiries and customer complaints from the public regarding ground transportation, parking lot operations, parking regulations and traffic concerns and citations.
• Issues citations in accordance with City of Oakland traffic codes and ordinances throughout the airport, including parking lots.
• Assists in processing ground transportation applications and parking permits; schedules appointments, mails applications and files applications.
• Logs, sorts and files all citations daily.
• Sells or distributes ground transportation-related medium, materials, and permits.
• Updates and purges computerized ground transportation files, airport parking files and automatic vehicle identification (AVI) system data as needed.
• Assists the Ground Transportation & Parking Operations staff in preparing billing for payment for the Airport parking lot services, parking shuttle and security services.
• May represent Supervisors or Superintendents at meetings.
• Performs other duties as assigned.

SECURITY

• Establishes and maintains work methods and procedures to enhance customer service and improve daily operations; trains and reviews the work of staff for conformance to operating procedures and policy; implements and oversees scheduling and adequate weekly telephone and counter coverage.
• Responds to questions from staff and resolves technical problems; reviews data and reports generated by staff for accuracy and integrity and conducts follow-up actions to correct data discrepancies and other problems; checks to make sure forms and processed correctly and are in proper format; ensures that processing actions permit access only to authorized individuals.
• Greets walk-in and telephone customers and gives out information regarding the identification program, the vehicle ramp permit program, and parking permits; explains TSA and Airport rules and regulations; interprets Port policy and procedures; assists customers to complete appropriate forms for specified requests; resolves information and documentation discrepancies with customer.
• Types memos, letters, and confidential information, statistical data, etc., when required.
• May be required to utilize new security technologies (tools, software, programs, etc); Performs research and/or data gathering activities; analyzes and interprets data collected, and prepares periodic or special reports based on conclusions.
• Preform Quality Assurance and Quality Control (QA/QC) for the processing of all applicant information and staff data entry.
• Assist with training and exercises (drills).
• When necessary attend meetings in lieu of the Airport Security/ID Supervisor; may act for Airport Security/ID Supervisor for limited durations (less than 3 weeks).
• Participate with security operations, access control system diagnostics (hardware and software) and field inspections; and perform Quality Assurance and Quality Control (QA/QC) for the processing of all applicant information and staff data entry.
• May perform or lead security-related field work.

Minimum Qualifications

EDUCATION AND EXPERIENCE

The minimum requirements include graduation from an accredited college or university, with a bachelor’s degree in aviation or a related degree plus one year of airport operations experience; OR an Associate’s degree plus two (2) years of airport operations experience OR four (4) years of airport operations experience of which includes one of the following areas: Airside, Landside, Security or Ground Transportation/Parking Operations.

KNOWLEDGE SKILLS AND ABILITIES (KSAS)

Knowledge of:

• Parts federal, state, and local regulations and policies concerning airport safety and security (FAR 139, 77, and TSR 1542).
• Airport parking and traffic regulations and City of Oakland ordinances and parking and traffic codes.
• The City of Oakland Taxicab Ordinance.
• FAA rules and regulations, procedures, and policies relating to airport security.
• Airport and FAA rules and regulations, policies and procedures relating to airport customer service and the geography of the airport.
• Port policies and procedures relating to customer service.
• Procedures and techniques for using modern computerized telecommunications equipment with multiple lines.
• Policies and procedures for processing applications for the issuance of ID badges, keys, and parking decals.

Ability to:

THE SELECTION PROCESS

Stage I: Application and Supplemental Questionnaire Evaluation (Pass/Fail) - The first stage in the selection process will consist of an application and supplemental questionnaire, appraisal review (pass/fail). Applications submitted without a completed supplemental questionnaire will not be given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage. Only the most suitably qualified candidates will be invited to Stage II.

Stage II: Assessment Examination (Weighted 100%) - The second stage of the selection process may consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional KSAs. Job-related situational project exercises may consist of written exercises, performance exercises or other situational exercises that would assess the KSAs. The Assessment Examination is designed to test the applicant’s overall aptitude for the position.

Candidates must achieve a scale score of 70 or more on this examination to be placed on the eligible list for employment consideration . The Port of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.

Additional Requirements

This classification requires each incumbent to successfully complete a Transportation Security Administration (TSA) background check, which will include a fingerprint-based Criminal History Records Check (CHRC) and a Security Threat Assessment (STA), prior to being considered for this position. In addition, the incumbent in this position will be required to complete and pass a U.S. Customs Airport Security Program Check (19CFR122.182). This status must be maintained for the duration of employment at the Airport.

Licenses: Must possess a California Class C Driver's License at the time of employment and for the duration of appointment.

Must be willing to perform shift work on a 24-hour basis including weekends and holidays.

Must be willing to wear a uniform.
