The Vallejo Flood & Wastewater District is seeking to fill a Management Analyst I/II position within our Technical Services Department. This position offers a unique and exciting opportunity to contribute to the District’s mission of enhancing the quality of life for Vallejo residents by delivering effective sewer and flood control services. The Technical Services Department is seeking a collaborative, organized, and motivated individual to assist in managing various programs, analyzing performance, and driving continual improvement to achieve our collective District goals.

This exciting role includes participation in strategic development, assessment, and planning for programs, including, but not limited to, Capital Improvements, Development Services, Environmental Compliance, Stormwater Management, Trash Load Reduction, Tubbs Island land management, GIS, Private Upper Lateral Replacements, as well as improving daily business activities.

This role provides critical support in coordinating and executing successful administrative, financial, and operational functions across departmental and district-wide Technical Services initiatives. The successful candidate will be relied upon to perform activities that include conducting data-driven analyses to inform strategic decision-making and optimizing program performance. The position will contribute to the development and implementation of policies, procedures, and workflow systems, and offer actionable recommendations to enhance efficiency and regulatory compliance. Additional duties include supporting budget planning, resource allocation, and cross-functional collaboration to advance objectives. ABOUT THE DISTRICT

The Vallejo Flood and Wastewater District (the District) is an independent special district established by the State of California in 1952 to manage wastewater collection and treatment, as well as protect the Vallejo community from flooding. Operating separately from the City of Vallejo, the District’s dedicated team works to enhance the city’s sanitary sewer and storm drain systems, delivering high-quality service to the community.

Governance is provided by an eight-member Board of Trustees, composed of the seven Vallejo City Council members and one at-large member appointed by the Solano County Board of Supervisors. With 98 full-time equivalent employees and an annual operating budget of approximately $47 million, the District is committed to safeguarding public health, safety, and the environment through reliable wastewater and flood control services.

DISASTER SERVICE WORKER

If you are a successful candidate for this position, you will be asked to take an Oath or Affirmation of Allegiance for Public Employees. All Vallejo Flood and Wastewater District employees are, by state and federal law, Disaster Service Workers. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Labor Code. In the event of a declaration of emergency, any employee may be assigned to perform activities that promote the protection of public health and safety or the preservation of lives and property. The assignment may require service at locations, times, and under conditions that are significantly different from normal work assignments and may continue into the recovery phase of the emergency. If a “Local Emergency” is declared during the employee’s shift, employees will be expected to remain at work to respond to the community's emergency needs. If a “Local Emergency” is declared outside of the employee’s shift, employees must make every effort to contact their direct supervisor or department head to obtain reporting instructions as a Disaster Service Worker. Consequently, your personal contact information must be provided to the District.
