An
Employment Specialist position is available with the City of Fort Worth Police Department, Employment Services Section -
Medical Records Unit (MRU) serving over 2,300 personnel (both sworn and civilian). This position supervises a team of at least three employees and plays a key role in ensuring the efficient, confidential, and compliant handling of medical and employment-related records. The position is also relied upon to provide senior level consultation and recommendations to Police Department (PD) personnel, at all levels.
Incumbent will manage the daily operations of the Medical Records Unit, prioritizing incoming medical documentation and inquiries related to injuries, illnesses, exposures, leave, accommodations, return-to-work, fitness for duty exams, disability retirements, and layoffs. Serve as a liaison between the Department, City Human Resources, Risk Management, and third-party administrators for Workers' Compensation, FMLA, and ADA leave processes.
The incumbent will also contribute to the City's strategic goals; assist with employee performance metrics and track and manage various databases and reports for PD Leadership.
Minimum Qualifications: - Bachelors degree from an accredited college or university with major course work in public administration, human resource management, sociology, business administration, or a related field and three years of increasingly responsible experience in human resources, equal employment opportunity, or a related field.

Preferred Qualifications: - Experience working in a law enforcement, public safety, or municipal government environment
- Prior experience using HR or case management systems to track medical and leave data
- Experience working with confidential medical cases, files, and documents
- Working knowledge of FMLA, transitional/light duty return to work programs, and implementing ADA requirements
The
Police Employment Specialist job responsibilities include
: - Oversees the daily operations of the Police Department's Medical Records Unit and supervises a team of at least three staff, including prioritizing and assigning work, overseeing the processing of medical documents and inquiries (injury, illness, exposures, leave, accommodations, Return to Work, fitness for duty, IMEs, disability retirements, and layoffs), conducting performance evaluations, ensuring staff training and policy compliance, and approving timesheets and leave requests;
- Manages Workers' Compensation (WC) case cycles from inception to closure, including processing claims in coordination with City Human Resources, Risk Management, and the third-party administrator; facilitating the Temporary Transitional Duty Program and ensuring timely issuance of Bona Fide Assignment Offer Letters and extensions; and attending case hearings to provide testimony and case updates as required;
- Sole Administrator of the In Line of Duty Death benefits;
- Perform a wide variety of Medical Records Custodian duties such as heavy telephone, in-person; and email interaction with external and internal parties;
- Process confidential medical documents and enter data into various City and Department databases; support digitization of medical record documentation, and implementation of process improvements;
- Respond to requests for information from employees, supervisors, management staff, PD executive staff, representatives from other City Departments, and City third-party administrators regarding injury, exposure and illness reporting procedures and policies;
- Serve as liaison between the Department and third-party administrators (workers' compensation and FMLA and ADA leaves);
- Facilitate the Fitness for Duty, reassignment and disability retirement processes under the guidance of the Section Manager and in coordination with City Human Resources, Employee and Labor Relations Division;
- Make timely and accurate notices to Department supervisors, Police Payroll, Police Position Management, and appropriate City Human Resource representatives regarding an employee's work and leave statuses;
- Process requests for special uniform and/or office equipment when documentation indicates a medical necessity;
- Assists other Employment Specialist as needed;
- Track and prepare reports of medical records data weekly, monthly, quarterly, annually, and as requested;
- Provides presentations to PD employees and other groups as requested.

Sedentary Work - Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met
CJIS REQUIREMENTS Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class. Final candidates selected for hire in the Police Department will be subject to a criminal background, drug screen, polygraph examination and fingerprint check. Applicants must not have used marijuana during the previous twenty-four (24) months, nor illegally used any controlled substances with the last five (5) years.
