Austin Energy is seeking a strategic and experienced professional to lead the management and continuous development of its insurance and insurable risk program. This position plays a key role in protecting the utility’s financial and operational stability by ensuring effective financial risk transfer through oversight of insurance coverage, broker relationships, loss control initiatives, and contractual risk management.

The Insurance & Risk Program Manager is responsible for managing Austin Energy’s insurance portfolio, which includes property, cyber, excess liability (such as auto, injury, and wrongful death), and other operational risks. The role leads the evaluation and procurement of insurance coverages, with special consideration for Austin Energy’s lack of sovereign immunity. It also oversees relationships with insurance brokers and carriers to ensure optimal service and cost-effective coverage.

In addition, the position develops and implements risk mitigation strategies to reduce insurable exposures and ensures contractual risk transfer by reviewing and advising on insurance requirements in contracts to align with Austin Energy’s risk standards. The manager monitors industry trends and internal risk data to inform insurance decisions and periodically leads a team of Enterprise Risk Analysts focused on insurance-related initiatives and operational risk reduction. This role also establishes and maintains processes to assess, monitor, and report on the utility’s financial and operational risk exposures.

Under limited direction, this position is responsible for developing, implementing, and managing complex program(s) that integrates multiple elements or projects to achieve a defined objective.

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.


Minimum Qualifications:

Graduation with bachelor's degree from an accredited college or university with major course work in a field related to the job, plus five (5) years of experience in a field related to the job, including two (2) years of experience which were in a supervisory, project or program management capacity.

Licenses and Certifications Required:

Valid Texas Class C Driver License.

Driving Requirement:

This position requires a Valid Texas Class "C" Drivers License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin's Driver Record Evaluation (DRE) requisite . To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.

Fair Labor Standards Act:

This position is considered FLSA Exempt. Exempt employees are salaried and, except as provided, are not eligible for overtime compensation.
