Job Description:Purpose:Under general direction of a Professional Engineer, this position performs a variety of moderately complex engineering projects/assignments that are non-routine in nature and may deviate from standard practices; exercises judgment within defined methods, procedures, and practices.
Duties, Functions and Responsibilities:Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Reviews plans under the supervision of a Professional Engineer by reviewing plans and development proposals for impacts, and performing preliminary and final designs and/or prepares design criteria for assigned projects.
- Performs routine computerized software programs, ink, or pencil drafting of drawings and maps.
- Develops, analyzes, and generates technical reports by preparing a variety of reports, correspondence and official documents.
- Researches, investigates, and responds to appropriate agency by coordination and cooperates with other agencies, departments, divisions and private utilities involved in or affected by project(s). Meets with community groups and representatives of other agencies and City departments to discuss current or proposed projects. Participates in presentations, special projects, and assignments as directed.
- Inspects and monitors projects for legal compliance by reviewing work completed by contractors and monitoring compliance to specifications.
- Assists in the preparation of preliminary, periodic and final estimates of quantities, materials, equipment, labor and facilities for the preparation of budgets, programs, schedules, partial and final contract payments and other purposes for various projects.
- Performs inventory control and procurement duties, develops plans, designs, specification, and instructions for the installation, operation and maintenance of traffic signals, signing, lighting, pavement markings, and design standards
- Conducts field inspections of work done by contractors to ensure compliance with plans and specifications. Drafts and recommends approval of contract change orders and payments.
- Contacts include inter- and intra-departmental administrative, engineering and construction personnel, other government agencies, contractors, consultants and the public to exchange information, coordinate work, answer questions, and respond to complaints.

- Knowledge of diversified, fundamental scientific and civil engineering concepts, phenomena, and relationships.
- Knowledge of mathematical techniques such as trigonometry, calculus, and coordinate geometry.
- Knowledge of modern methods, materials, and techniques of assigned discipline.
- Knowledge of one or more of the following disciplines: Civil, Environmental, Structural, Architectural, Mechanical and/or Electrical engineering terminology and techniques.
- Knowledge of City purchasing and contract policies and procedures.
- Knowledge of leadership roles and responsibilities.
- Knowledge of applicability of established civil engineering principles and methods.
- Knowledge of Various phases of the plans review and inspections processes.
- Knowledge of various computer software programs.
- Knowledge of preparation of cost estimates.
- Skill in oral and written technical and/or general communication.
- Ability to perform more complex engineering computations, calculus, geometry, and trigonometry, rapidly and accurately.
- Ability to Read and update quarter-section maps.
- Ability to Read and comprehend simple specifications, plans, and shop drawings.
- Ability to Interpret and make decisions in conformance within established policies and practices.
- Ability to communicate and provide direction to peers and assigned personnel.
Minimum Qualifications:- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Engineering or in a field related to the job, plus two (2) years related experience.
- Experience may be substituted for education up to a maximum of four (4) years.
Preferred Qualifications:- Experience preparing computer software to capture information in the field, create reports, draft letters for executives, and create computer-aided design (CAD) drawings
- Experience investigating potential violations and documenting through pictures and written reports
- Experience with converting documents to various file formats
- Experience setting up work zones
- Experience monitoring contractors and verifying completion of work
- Ability to travel to more than one work location
Notes to Candidate:This position will assist the Right of Way Investigations Compliance & Response team within the Office of the City Engineer. This position will perform routine administrative duties, such as scheduling and coordinating investigations, preparing and filling out reports, etc., along with performing duties in the field such as driving, taking pictures, setting up work zones, etc.
Travel:If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
Essential Employee:This position is considered an “Essential” role and is essential to the operations of the City based on the preparation, response, and recovery phase of extraordinary situations or emergency conditions. As an employee that has been designated as “Essential” the expectation will be to work at a designated work site during declared extraordinary situations or emergency conditions to serve the community. Essential Employees during emergencies play a role in ensuring the public health, safety, and welfare of our community and ensuring City operations continue.
Pay Rate: $29.89 - $37.37Hours: Monday - Friday 8:00am to 5:00pm.
