The Missouri Veterans Commission is seeking a dedicated and experienced Budget and Finance Director. Your mission will be to oversee our complex budget, present to legislature and provide guidance to the accounting teams around the state. Annual Salary: $110,599.44

Examples of Work:

• Prepares program budget requests and allocates the total budgeted appropriation to MVC programs. Prepares periodic and special budgetary, financial and related statistical reports.
• Prepares and reviews expenditure projections to ensure expenditures stay within the budgeted appropriations and program allocations. Prepares fund projections to monitor the solvency of funds. Monitors expenditures. Reviews expenditures for compliance with state laws and policies and legislative intent.
• Participates in the development, implementation or interpretation of new or revised legislative initiatives as they relate to MVC funding. Assists in calculating projected fiscal impact of legislative proposals for use in preparing fiscal notes.
• Represents and serves as liaison for the MVC fiscal programs to the legislature, Office of Administration, Division of Budget and Planning and responds to their requests for information. Provides information at legislative budget hearings on behalf of MVC.
• Directs the compilation of financial reports for MVC Leadership Team, Veterans Homes, Cemeteries, and Veterans Service Program. Directs and assists Headquarters and field personnel in general budgetary and fiscal management and policy development.
• Processes grant reimbursement requests from United States Department of Veterans Affairs and reviews and monitors grant reimbursement requests from the Veterans Homes.
• Works with the Office of Administration, Facilities Management and Design Construction to reconcile and record fixed assets purchased from construction appropriations.
• Provides consultation and technical assistance to MVC managers in preparation of budget materials, use of funds, application of fiscal procedures and application of accounting systems. Interprets and explains applicable federal and state legislation, rules, regulations and procedures.
• Coordinates with MVC Leadership Team to prepare fiscal note responses to Legislative Oversight. Attends and serves as liaison for MVC in legislative activities resulting in fiscal impact to MVC.
• Coordinates the activities of accounting personnel in Commission-wide programs for a variety of accounts and funds. Responds to budget and accounting questions from program staff. Supervises the review and evaluation of expenditures, reports, procedural instructions, and resource documents.
• Oversees and/or approves all Commission Program expenditures and cash receipts. Oversees fixed asset documentation and reconciliations.
• Assists in maintaining a system of internal controls and segregation of duties for all Commission Programs.
• Supervises and serves as rater of performance evaluations of Accounting staff and Procurement Manager, in the Headquarters office. Recommends professional development opportunities for them.
• Oversees internal audits of budgetary, fiscal and procurement operations Commission-wide.
• Serves as a liaison to OA ITSD for systems security access.
• Works with OA ITSD regarding appropriations and allocations to MVC programs and final approval on financial transactions from MVC funds.

Qualifications:

Must demonstrate the following which may be obtained through nine years of work experience as an accounting professional or through completion of a bachelor’s degree in accounting, auditing, business administration or a related program and five years of work experience as an accounting professional or some combination thereof:

• Comprehensive knowledge of the principles and practices of public administration, including budgeting, fiscal administration, purchasing, program planning, policy formulation and general administrative systems.
• Comprehensive knowledge of governmental accounting, auditing, and related fiscal practices.
• Comprehensive knowledge of governmental budgeting, fiscal management, and grants.
• Knowledge of basic research methods related to financial transactions
• Knowledge of and skilled in use of automated financial systems
• Knowledge of principles of team member supervision
