DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS This position is part of Houston Public Works Engineering, reporting location to the Houston Permitting Center. Key responsibilities include reviewing utility, water, sewer and civil plans for compliance with codes and ordinances. Assisting and/or processing consent to encroachment permit requests, utility plan submittals, plat reviews and investigations. Review commitment letters and easement agreement. Support Infrastructure and Development Services section with utility field investigations of public water and wastewater utilities. Supports the Senior Project Manager, Project Manager and Senior Inspector in the Infrastructure & Development Services section. Coordinates with the general public and internal departments to provide accurate feedback on applications and submittals. Participate in project meetings and provide technical support to ensure project needs are met, scope intent is met, schedule, and compliance requirements. Performs all other duties as assigned by management.
WORKING CONDITIONS This position involves routine walking, periods of sitting, and occasional stooping or bending. Occasional light lifting, such as three or four reams of papers or books (up to 40 pounds or equivalent weight) may be required.
This is a Houston Public Works Emergency Management position at the Tier III level.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTS No experience is required.
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS None
PREFERENCESPreference may be given to applicants who have experience designing or reviewing plans for sanitary sewer and water utilities and/or proficiency using GIS; possess excellent technical writing skills, communication and research skills, and the ability to interpret and explain City procedures.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** GENERAL INFORMATION SELECTION/SKILLS TESTS REQUIRED: None
