Description

This position directs and manages the maintenance and repair of the Barron County Highway Department equipment and supervises highway shop employees. Maintains all highway buildings, rental properties and supervises stockroom and purchases.

Directs the work of and manages subordinate staff. Participates in the selection of new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Provides staff coaching/counseling. Recommends employee transfers, promotions, disciplinary action, and discharge to the Commissioner.Provides training for current and new staff to keep crew abreast of best practices, process improvements, updated regulations and specifications and ensures compliance with the municipalities and state requirements.Provides leadership and management to all assigned staff. Ensures appropriate training for staff on all assigned equipment and maintains required documentation.Plans and prioritizes necessary maintenance, and repair in accordance with Department policies. Ensures all work is completed accurately and timely. Secures supplies, materials and equipment for daily work projects.Maintains all maintenance and repair documentation.Provides support to assigned crew and acts as a resource for alternatives and suggestions. Makes critical decisions affecting the outcome of the assigned work and project completion. Inspects work for quality control, safety and material usage and costs where applicable. Communicates status and concerns of projects, assignments and crew members to Commissioner.Prepares daily work reports involving the materials inventory, cost, status of assigned projects and inspections, crew updates and accidents as necessary and directed.Orders parts and equipment as needed in preparation for upcoming assignments and projects.Prepare specifications and reviews responses for purchase orders to ensure quality equipment, parts and supplies are available for purchase within reasonable time frames at the best value for the County.Oversees fuel program. Ensures that fuel will be billed to correct department. Maintainsfuel and tank records for compliance.Oversees stock room and inventory. Ensures proper inventory is maintained.Preparesnew equipment purchase specifications.Review bids on equipment and make effective recommendations regarding the same. Inspects new equipment to ensure it meets required specifications.Monitors expenditures and approves purchase requests within assigned area of authority. Provides service to customers by answering questions, providing information, making referrals and assuring appropriate follow-through and/or resolution.Assists in preparation of the department budget as it relates to highway operations; monitors and tracks budgets as well as project budgets; monitors unit costs of Maintenance. Authorizes expenditures for activities, uniforms, equipment, staff, or other operational needs. Participates in long- and short-range departmental planning, reviews progress, and reports results.Reviews, verifies and assists in coding timecards, crew reports, invoices, requisitions and County accident repair costs.Ensures all activities are carried out in a safe manner; adheres to all County safety regulations; ensures equipment is safely operated and driving laws are obeyed; ensures all regulations pertaining to the safe use of equipment are understood and followed.Reports all accidents to the appropriate authority. Follows all policies for reporting, investigating, and follow-up of equipment incidents, or personal injuries. May investigate incidents as assigned.Coordinates work needs with other management personnel.Other duties as assigned.
