Description

Under general supervision, performs technical public health work in the education, identification, and enforcement of public health laws, ordinances, policies, and regulations relating to the prevention and risks of lead-based hazards. Conducts epidemiological investigations (EPI), following established protocols, of homes and buildings to identify lead-based hazards. Collects samples of paint, dust, water, and soil from homes and buildings for lab analysis. Operates special instruments like X-ray Fluorescence (XRF) analyzers for lead detection. Performs Healthy Homes or related inspections. Assists with conducting “bid walks” with contractors and reviews bid packages. Assists with the creation of abatement plans, and coordinates with property owners, contractors, and other stakeholders regarding the implementation of abatement plans. Performs re-inspections to verify that hazards have been adequately addressed and that the property meets regulatory standards. Maintains detailed and accurate records of inspections, assessments, and abatement activities. May assist with providing educational workshops and outreach activities to raise awareness about lead poisoning prevention and provide information on available resources for lead abatement. Issues Notices of Violations to owners for lead abatement. Prepares reports, summaries, charts, analyses, and recommendations as required.

This is a CHPEA union position. The hours of work for this position are 40 per week.

Qualifications

Open to all qualified applicants who meet the following qualifications:

A high school diploma or equivalency and two (2) years of experience in public health, environmental health, or inspectional services involving enforcement and compliance with federal, state, and local laws, codes, ordinances and regulations or a closely related field.

Licenses; Certifications; Special Requirements:

Must possess and maintain a valid driver’s license.

Must obtain the following certifications from the State of Connecticut within six (6) months of appointment to the classification and maintain them thereafter:

May be required to obtain additional certifications as a result of legislative requirements.

Physical Demands and Working Conditions

Work is performed predominantly in the field with travel to various inspection sites and includes some office work. Work may be required outside of normal business hours to respond to emergency situations.

Incumbent is typically required to negotiate rough terrain, to work outdoors in all weather conditions; to lift and pull up to 25 pounds, and to bend, reach, kneel, crawl, squat and climb stairs. May be exposed to body fluids, hazardous waste materials, toxins, poisonous substances, animals, vectors, and vermin.

If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening examination, and a background check. If appointed, you will serve 3-12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
